Neighbourhood Kakis

Neighbourhood Kakis is a People's Association (PA) initiative that enables residents aged 50 and above to contribute to their communities through simple, flexible Neighbourhood Tasks. Examples include visiting frail seniors, packing and distributing food or groceries to vulnerable families, and restocking community fridges. Participants receive a S$2 token payment per completed task; this is a participation payment, not a general senior-income scheme, employment contract or universal benefit (People's Association, Neighbourhood Kakis, accessed 30 August 2026; People's Association, 4 April 2026).

Purpose and task model

PA presents Neighbourhood Kakis as a community-building and active-ageing model that shifts older residents from being only recipients of support to being active contributors. Participants can form micro-communities around shared interests and skills, then sign up for tasks that support local operations and residents. Tasks are designed to be simple and flexible, with the PA describing examples that can be completed within about an hour; the programme is therefore distinct from a formal job-placement or professional-care service (People's Association, Neighbourhood Kakis, accessed 30 August 2026).

Eligibility, payment and digital access

The PA describes the initiative as serving residents aged 50 and above, including “young seniors” aged 50–59 and seniors aged 60 and above. A participant browses available tasks and signs up for those suitable for them; the April 2026 expansion announcement says payment for completed tasks is supported through the PA Community App's in-app e-wallet, usable at NETS SG-QR merchants. The age threshold and task-payment description do not establish that every resident is guaranteed a task, a fixed monthly income or the same number of opportunities (People's Association, 4 April 2026).

Reported pilot scale and expansion

As at the People's Association's April 2026 expansion announcement, more than 1,400 seniors had signed up and over 30,000 neighbourhood tasks across more than 20 types of activities had been completed. PA said the initiative would be progressively expanded to more constituencies, including Mountbatten, with digital support through the PA Community App; a ministerial speech described an intention for all Singapore constituencies to be onboard by the end of 2026. These are dated rollout and participation reports, not proof that every constituency or every app feature was already operational on the announcement date (People's Association, 4 April 2026; People's Association, 4 April 2026 speech).

Place in Singapore's ageing and community-support system

Neighbourhood Kakis complements services for seniors by supporting social connection, purposeful activity and neighbourhood contribution. It is not the same as Age Well SG or an Age Well Neighbourhood, which coordinate health, care and built-environment components, and it is not a substitute for healthcare, eldercare, ComCare or other means-tested assistance.
