Empact's Chat Circles is a youth mental well-being and resilience pilot launched in Singapore in August 2026. The programme is presented as part of wider efforts under the SG Youth Plan to support young people through key life transitions, including transitions to school, work, family formation and, for males, National Service. Its core premise is that resilience can be strengthened through connection and that a young person may sometimes need a willing listener rather than advice or solutions (MCCY, 26 August 2026; sg youth plan).
How the pilot works
Empact will offer Chat Circles monthly from August 2026 to July 2027. Each session brings together pairs of youth Chatters and volunteer Listeners for a structured two-hour experience. The official launch speech describes the format as a space where young people can open up about how they are feeling and be heard without judgement. It does not describe Chat Circles as clinical treatment, a diagnosis service, or a substitute for professional mental-health care (MCCY, 26 August 2026).
The programme is one of a series of community-partner pilots that MCCY says are intended to help youths build resilience, strengthen coping and thriving skills, and navigate change with greater confidence. The description is a programme purpose, not evidence that every youth in Singapore is enrolled or that participation guarantees a particular mental-health outcome (MCCY, 26 August 2026).
Partners and participation boundary
The launch acknowledged the CapitaLand Hope Foundation, SHINE, HUSH TeaBar and The School of Positive Psychology, together with volunteers supporting the initiative. MCCY characterised the effort as a whole-of-society partnership: volunteer Listeners contribute time and presence, while the programme is organised by Empact with community support. The public launch source does not publish a national participant quota, a fee schedule, a complete referral route, or a clinical accreditation for Listeners (MCCY, 26 August 2026).
Chat Circles should therefore be distinguished from a statutory entitlement, a universal counselling service, and the SG Youth Plan itself. The Youth Plan is the broader five-year youth policy and engagement framework; Chat Circles is a specific community pilot within the effort to support youths through transitions.
