The Accountant-General issued SB-FRS 117 Insurance Contracts on 1 July 2026 for Singapore's statutory-board financial-reporting framework. Applicability and effective date
SB-FRS 117 belongs to the Statutory Board Financial Reporting Standards (SB-FRS) system administered for statutory boards. Its stated mandatory application boundary is an annual reporting period beginning on or after 1 January 2028; an eligible reporting entity may apply it earlier if it chooses. The date is an annual-period commencement rule, not a claim that every insurance contract or every Singapore company must change its accounts on 1 January 2028 (ASSB, SB-FRS changes effective after 1 January 2026).

Earlier application and implementation reading
ASSB expressly permits earlier application of SB-FRS 117. SB-FRS 117 is a financial-reporting pronouncement for the SB-FRS environment. Questions about licensing, solvency, conduct or policyholder protection belong to the applicable insurance legislation and MAS requirements; questions about the financial statements of a statutory board use the relevant SB-FRS material (ASSB, 1 July 2026).
