Resourcing Evaluation Guide for Public-Sector Construction Consultancy Tenders
Singapore's Resourcing Evaluation Guide (REG) is a Building and Construction Authority (BCA) pilot intended to improve how manpower resourcing is assessed in selected public-sector construction-related consultancy tenders. BCA announced the pilot on 21 August 2026 and plans to apply it to selected public-sector projects from Q4 2026. The REG is a tender-evaluation guide, not a new consultancy licence, universal procurement law or guarantee of contract award (BCA, 21 August 2026).
Problem addressed and tender scope
BCA said tenderers typically submit a fee proposal as a lump sum, which can give government procuring entities limited visibility of the expertise and manpower planned for a project. The REG is intended to support more resource-conscious tender evaluation and discourage unsustainably low bids that could overstretch project teams and compromise project outcomes. The announced scope is selected public-sector construction-related consultancy tenders; it is not a rule for every private-sector procurement or every construction contract. Its stated purpose is to improve visibility before a public agency compares competing proposals, not to prescribe the consultant's internal employment structure (BCA, 21 August 2026).
Information tenderers will provide
Under the pilot, tenderers will be required to break down their overall fees by proposed manpower resourcing and corresponding rates as part of their tender submissions. Firms may also highlight productive delivery approaches, including digital solutions and artificial-intelligence tools. The breakdown makes the resourcing basis of a proposed fee more visible; it does not by itself set a single mandatory staffing model, prescribe one technology platform or guarantee that a proposal is accepted. The required breakdown is therefore an input to tender comparison, not a published fee tariff or a promise that the lowest declared rate will win (BCA, 21 August 2026).
Government assessment and the Quality Fee Method
Government Procuring Entities (GPEs) will consider whether proposed resourcing is commensurate with project requirements and will evaluate fees and proposal quality in line with the prevailing Quality Fee Method (QFM). BCA states that quality and fees will continue to be evaluated separately under the QFM, with the REG enhancing the transparency and reasonableness assessment of the manpower resourcing supporting the proposed consultancy fee. The REG therefore complements the QFM rather than replacing it. The guide adds resourcing visibility to the evaluation context while leaving the procuring entity's overall quality-and-fee assessment under the prevailing method (BCA, 21 August 2026).
Relationship to professional value frameworks
The REG complements the Value Articulation Frameworks (VAFs) developed by the Singapore Institute of Architects (SIA) and the Association of Consulting Engineers Singapore (ACES). BCA describes the VAFs as references for the key tasks and services undertaken by consultants, helping firms plan resources when developing fee proposals. A VAF can inform a tenderer's planning, while the REG is the government-procuring-entity evaluation guide used in the selected pilot tenders; the frameworks operate at different points in the procurement process. The VAFs are reference tools for developing a proposal, while the REG supplies a common visibility point for the procuring entity's review (BCA, 21 August 2026).
Pilot timing and implementation boundary
BCA plans to pilot the REG for selected public-sector projects from Q4 2026 and to work with participating agencies and firms to gather feedback and refine the guide before considering wider implementation. As of BCA's 21 August 2026 announcement, the pilot was planned rather than already in force across all tenders. The announcement does not establish a final universal threshold, scoring formula, project list or permanent procurement obligation. The announcement gives the pilot a direction and timing, but not a final operating manual for every future tender. Wider implementation would therefore depend on the feedback and refinement that BCA says will follow the pilot (BCA, 21 August 2026).
