Enterprise Workforce Transformation Package

The Enterprise Workforce Transformation Package (EWTP) is a 2026 Singapore Government package to help companies transform their businesses and workforces together. MOM and Workforce Singapore are working with MOE, MTI, Enterprise Singapore and SkillsFuture Singapore. The Government set aside over S$400 million for the package. EWTP is a coordinated support framework, not a single automatic grant payment to every company (MOM, EWTP factsheet, 3 March 2026).

Three-part package structure

EWTP has three main components announced in March 2026. The SkillsFuture Workforce Development Grant (WDG) provides a single application channel for workforce-transformation schemes. WDG(Job Redesign+) provides greater support for workforce transformation and job redesign. The SkillsFuture Enterprise Credit (SFEC) is being redesigned so companies can immediately offset eligible out-of-pocket workforce-transformation expenses. Each component has its own rollout timing, qualifying activities and approval conditions; the package label does not mean every firm receives all three automatically (MOM, EWTP factsheet, 3 March 2026).

WDG brings together existing workforce-transformation schemes, including the Career Conversion Programme and the National Centre of Excellence for Workplace Learning Workplace Learning Project, to improve navigation and access. The Enterprise Workforce Transformation Package routes WDG applications through the Business Grants Portal single channel, with WDG rolled out in phases from 2026. A single portal simplifies applications; it does not guarantee approval or convert the package into a universal subsidy (MOM, 3 March 2026).

WDG(Job Redesign+) support ceiling

Under WDG(Job Redesign+), enterprises can receive support of up to 70% of project costs, capped at S$150,000 per company, for eligible job-redesign and workforce-transformation projects (MOM, 3 March 2026). MOM describes the support as including practical tools and resources for reskilling, effective AI adoption and building capabilities to implement job redesign. This is a published ceiling for qualifying projects, not an automatic award, not a subsidy for every business expense, and not proof that a company's application will be approved. Companies must check the current WDG(Job Redesign+) scope, outcome requirements and Business Grants Portal route before planning spend.

The ceiling should be read at the project and applicant level: “up to 70%” does not mean that an approved company can claim 70% of all transformation spending, and the S$150,000 cap is not a cash entitlement separate from an approved project. WDG(Job Redesign+) is also distinct from the redesigned SFEC, which is a separate credit mechanism with its own eligible-expense rules. The package brings these routes into a common workforce-transformation policy frame, but each route still has to be assessed under its own published conditions (MOM, EWTP factsheet, 3 March 2026).

SkillsFuture Enterprise Credit and AI adoption

MOM describes EWTP as supporting productivity-led growth, including reskilling, job redesign and adoption of AI-powered technology solutions (MOM, 3 March 2026). The redesigned SkillsFuture Enterprise Credit is intended to let firms offset eligible out-of-pocket workforce-transformation expenses more immediately than under the prior SFEC design, but credit use remains subject to SFEC rules and eligible activity lists. MOM places this employer support within a wider approach that also empowers workers and aims to build workplaces that work for all; those policy pillars do not turn EWTP into a single universal benefit. EWTP therefore supports transformation spending pathways; it does not by itself certify that an AI tool is suitable, compliant or approved for deployment in every workplace.

Boundaries with TJC, National AI programmes and other grants

EWTP should not be collapsed into Singapore's National AI Impact Programme, which has broader enterprise and worker reach targets, or into the Tripartite Jobs Council (TJC), which coordinates tripartite action around AI-driven job transitions rather than administering WDG applications (MOM, 3 March 2026; tripartite jobs council). SNEF serves as an appointed anchor programme partner for EWTP and may route employers to appropriate programmes, but that convening role does not merge EWTP with every other workforce or safety initiative such as afa shel. A company considering EWTP support must check the current WDG or WDG(Job Redesign+) application route, eligible project scope, outcome requirements and the timing of the redesigned SFEC (MOM, EWTP factsheet, 3 March 2026).
