MarkdownEnterprise Singapore
Enterprise Singapore (EnterpriseSG) is a statutory board under the Ministry of Trade and Industry that supports enterprise capability-building, innovation, productivity, trade and overseas growth, and Singapore's standards and accreditation system. Its programmes have separate eligibility and approval rules; it is not the same institution as EDB or ACRA.
Enterprise Singapore (EnterpriseSG) is a statutory board under Singapore's Ministry of Trade and Industry (MTI). It supports enterprises to build capabilities, innovate, raise productivity, trade and expand internationally, and it also has statutory functions relating to standards and accreditation. The Board was established on 1 April 2018, bringing together SPRING Singapore and International Enterprise (IE) Singapore; its work therefore spans both domestic enterprise development and internationalisation (Enterprise Singapore Board Act 2018; MTI, appointment announcement, 19 March 2018, accessed 1 November 2026).
EnterpriseSG's statutory and development mandate
Section 5 of the Enterprise Singapore Board Act sets out functions that include enabling enterprises to create and expand businesses in domestic and foreign markets; enhancing Singapore's business environment and international connectivity; developing trade; and serving as the national productivity, innovation, standards and accreditation body (Enterprise Singapore Board Act 2018, s.5, accessed 1 November 2026). This legal remit is broader than a grant administrator. EnterpriseSG's current overview describes its mission as growing stronger Singapore enterprises through capability-building and access to global opportunities, while also shaping industries, supporting trade and startup hubs, and establishing trust in products through quality and standards (EnterpriseSG, Overview, accessed 1 November 2026).
EnterpriseSG's functions connect several types of support: enterprise transformation and productivity, innovation, market access and international expansion, sector development, and standards or accreditation. Its work can involve local companies, overseas partners, industry groups and other public agencies. The particular service channel depends on the issue: statutory registration belongs to the responsible registry, sector regulation to the relevant regulator, and EnterpriseSG programmes to the scheme or service specified in their current guidance.
An amendment effective 1 July 2026 adds a specific cross-agency duty: section 5(1)(g) requires the Board to cooperate and collaborate with the Skills and Workforce Development Agency (SWDA) in discharging SWDA's functions under the Skills and Workforce Development Agency Act 2026 (Enterprise Singapore Board Act 2018, current s.5; Skills and Workforce Development Agency Act 2026, s.5, both accessed 1 November 2026). SWDA's Act covers career, employment and training matters. This links enterprise-development and workforce policy, but it does not merge the agencies or transfer SWDA's statutory programmes to EnterpriseSG; programme responsibilities still need to be checked against the relevant agency and scheme guidance.
How EnterpriseSG support differs from an automatic grant entitlement
EnterpriseSG lists financial assistance across distinct categories such as grants, investments, loans and tax incentives, alongside non-financial programmes and advice (EnterpriseSG, Financial Support, accessed 1 November 2026). These are not interchangeable: a grant may reimburse qualifying project costs, a loan involves repayment, an investment may involve equity, and a tax incentive is administered through its own legal and tax framework. Each programme has its own purpose, applicant conditions, supported costs, application route, assessment and claim requirements.
Accordingly, being a Singapore business or fitting a broad “SME” description does not by itself establish eligibility or approval. Applicants should check the live scheme page and any application portal before committing project expenditure. For example, business adaptation grant is a time-limited scheme with its own supported activities and application conditions; the general EnterpriseSG mandate does not extend that grant's criteria or promise funding. This keeps the agency's role separate from the approval decision made under an individual programme.
EnterpriseSG in Singapore's economic-agency landscape
EnterpriseSG was formed through the 2018 merger of SPRING Singapore and IE Singapore. MTI's 2017 explanation described the consolidation as bringing together SPRING's enterprise capabilities and standards work with IE's international networks, while the statutory establishment took effect on 1 April 2018 (MTI, 5 September 2017; MTI, 19 March 2018). The same speech characterised EnterpriseSG and the Economic Development Board (EDB) as complementary economic pillars, rather than interchangeable bodies. Roles and programmes can evolve, so current agency pages govern operational questions.
The Enterprise Singapore Board Act permits the Board to operate under approved trading names, including “Enterprise Singapore” and “ESG” (Enterprise Singapore Board Act 2018, s.4, accessed 1 November 2026). In business-support contexts, EnterpriseSG or Enterprise Singapore identifies the agency; in sustainability reporting and investment contexts, “ESG” may instead refer to environmental, social and governance matters. Reading the surrounding subject prevents acronym confusion. See doing business for business setup and compliance, and business industry overview for Singapore's wider enterprise landscape.
