<h1>Opposition Parties</h1> <p>Singapore has a multiparty electoral system but a dominant governing party. The Workers' Party (WP) is the only opposition party with elected Members of Parliament after the 2025 general election; other active parties contest elections, develop platforms, and organise locally without holding elected seats. Opposition work takes place under first-past-the-post voting, mixed SMC/GRC constituencies, compulsory voting, regulated campaigning, and the NCMP scheme described in <a href="/en/knowledge/article/sgkb.government-politics.elections-and-grc-system">elections and grc system</a>. “The opposition” is not a coalition: parties have separate leadership, ideologies, candidate strategies, and sometimes compete against one another.</p> <h2>Workers' Party</h2> <p>The Workers' Party was founded in 1957 by Singapore's first Chief Minister. Its constitution states principles of independence, parliamentary democracy, and socialism, while its recent platforms present the party as a responsible parliamentary alternative focused on cost of living, social protection, institutional checks, and broader political participation (<a href="https://www.wp.sg/constitution">WP constitution, accessed Aug 2026</a>). The party survived decades with little representation, returned to Parliament through the 1981 Anson by-election, held Hougang from 1991, and made the first opposition GRC breakthrough by winning Aljunied in 2011. It added Sengkang GRC in 2020 (<a href="https://www.wp.sg/history">WP history, accessed Aug 2026</a>).</p> <p>At GE2025, WP retained Aljunied GRC, Sengkang GRC, and Hougang SMC: ten elected seats. Because the constitutional minimum was 12 opposition members, two losing WP candidates were also declared NCMPs, giving the party 12 parliamentary members in the 15th Parliament (<a href="https://www.eld.gov.sg/press/2025/Media%20Release%20on%20Election%20of%20NCMPs%20in%20GE2025.pdf">ELD, accessed Aug 2026</a>; <a href="https://www.parliament.gov.sg/mps/composite-photos">Parliament MP composite photos, accessed Aug 2026</a>). The government had created a formal Leader of the Opposition designation after GE2020; Parliament recorded that the designation ceased on 15 January 2026. That designation is separate from who leads WP and may change (<a href="https://www.parliament.gov.sg/docs/default-source/votes-and-proceedings/vp-3feb26.pdf">Parliament, 3 Feb 2026</a>).</p> <h2>PSP, SDP, and other parties</h2> <p>The Progress Singapore Party (PSP), founded in 2019 by a former PAP Member of Parliament, nearly won West Coast GRC in 2020 and supplied two NCMPs in the 14th Parliament. It advocates a more redistributive and plural political settlement and describes its goal as becoming a credible alternative government. PSP lost every contest in GE2025 and therefore had no seats in the 15th Parliament as at August 2026 (<a href="https://psp.org.sg/">PSP, accessed Aug 2026</a>; <a href="https://www.channelnewsasia.com/singapore/ge2025-pap-secures-victory-seats-opposition-challenge-5107201">CNA, 4 May 2025</a>).</p> <p>The Singapore Democratic Party (SDP), founded in 1980, has historically foregrounded civil liberties, democratic reform, and social policy. Other parties active around GE2025 included Red Dot United, the Singapore Democratic Alliance, Singapore People's Party, People's Power Party, People's Voice, National Solidarity Party, and Singapore United Party. Party registration does not imply equal electoral presence: some contest a handful of constituencies, reorganise between elections, or centre on a small leadership group. Current party lists and leaders should be checked near an election rather than inferred from this overview.</p> <h2>Representation and parliamentary role</h2> <p>Opposition MPs scrutinise bills and budgets, question ministers, move motions, serve on select committees, and manage the town councils where they are elected. NCMPs can participate and vote on most matters but do not represent a constituency; NMPs are non-partisan appointees and are not opposition members. After GE2025, the PAP held 87 of 97 elected seats and WP held ten, with two additional WP NCMPs (<a href="https://www.eld.gov.sg/finalresults2025.html">ELD results, accessed Aug 2026</a>; seat and denominator anchors in <a href="/en/knowledge/dataset/sgkb.data.political-parties-anchors">political parties anchors</a>). Seat share should not be confused with national vote share because parties contest different numbers of seats and the electoral system is not proportional.</p> <p>The practical role of opposition is larger than its numbers when it introduces alternative policies, forces explanation, or represents dissatisfied voters, but smaller than its numbers might suggest where the government has a disciplined supermajority. Constituency service also matters: holding a seat entails resident casework and <a href="/en/knowledge/article/sgkb.government-politics.town-councils">estate management</a>, not just national debate. This gives elected parties an organisational base that extra-parliamentary parties lack.</p> <h2>Constraints, strategy, and political change</h2> <p>The Elections Department’s parliamentary-campaign guidance shows that parties and candidates operate within a defined campaign period and rules governing physical and online election advertising (<a href="https://www.eld.gov.sg/candidate_parliamentary_campaign.html">ELD, accessed Aug 2026</a>). That legal framework is one concrete constraint on campaign strategy; broader claims about incumbency advantage or political competition require separate evidence rather than inference from the rules alone.</p> <p>Opposition parties face the ordinary burden of recruiting credible candidates and sustaining branches plus structural disadvantages associated with an entrenched incumbent. GRC teams require broader slates; boundaries and the election date are announced relatively close to polling; campaign periods are short; and laws regulate assembly, media, online content, and political finance. The government argues these rules protect integrity, multiracial representation, and public order; critics argue the combined environment favours incumbency. Opposition parties also differ over whether to contest widely, avoid three-cornered fights, concentrate on winnable seats, or present themselves as a government-in-waiting.</p> <p>Singapore's trajectory is neither a simple one-party state nor a proportional two-party system. Elections can remove incumbents and have created durable opposition constituencies, but the <a href="/en/knowledge/article/sgkb.government-politics.peoples-action-party">PAP</a> retains overwhelming institutional and electoral advantages. The central question is whether opposition can scale from local strongholds and parliamentary scrutiny into a broader alternative without losing the credibility that risk-sensitive voters demand.</p>

反对党面临招募可信候选人、维持支部运作等一般挑战,也面临与长期执政者相关的结构性劣势。集选区团队需要更广泛的候选人阵容;选区边界和选举日期在投票前相对较近时才公布;竞选期短;法律规范集会、媒体、网络内容和政治资金。政府认为这些规则保护选举诚信、多元种族代表性和公共秩序;批评者则认为整体环境有利于执政党。反对党也对是否广泛参选、避免三角战、集中争取有胜算的席位,或将自己塑造成候任政府意见不一。

新加坡的发展轨迹既不是简单的一党制国家,也不是比例代表制下的两党制。选举可以更换现任者,也已形成稳固的反对党选区;但人民行动党仍拥有压倒性的制度和选举优势。核心问题在于,反对党能否从地方据点和议会监督扩展为更广泛的替代力量,同时保有风险意识较强的选民所要求的可信度。
