# Insurance and MAS Supervision

MAS licenses and supervises life, general, composite, reinsurance, captive and broker institutions in Singapore under the Insurance Act, using a risk-based capital framework (Notice 133); SDIC runs separate deposit-insurance and policy-owner protection schemes that apply only on insurer or bank failure.

# Insurance and MAS Supervision

**Insurance in Singapore** is both a major financial-sector activity and a distinct prudential perimeter: the **Monetary Authority of Singapore (MAS)** licenses insurers, reinsurers, captives and insurance brokers, sets solvency and conduct requirements under the **Insurance Act**, and supervises institutions alongside banks and capital-markets firms ([MAS Notice 133 page, accessed Oct 2026](https://www.mas.gov.sg/regulation/notices/notice-133); [banking and financial hub](/en/knowledge/article/sgkb.economy-finance.banking-and-financial-hub)). Retail products range from **life and general insurance** sold by licensed insurers to **national healthcare schemes** administered under MOH and CPF rules ([medishield life](/en/knowledge/article/sgkb.healthcare.medishield-life), [careshield life](/en/knowledge/article/sgkb.healthcare.careshield-life)). This article covers **prudential regulation and failure-protection schemes**, not product comparison or claims handling.

## Insurance as part of the financial hub

EDB presents Singapore's financial centre as spanning banking, wealth and asset management, **insurance**, capital markets, payments and treasury activity for a regional and global client base ([EDB, accessed Oct 2026](https://www.edb.gov.sg/en/why-singapore/an-economic-powerhouse.html)). Insurers use Singapore as a hub for underwriting, reinsurance, captive structures, regional headquarters functions and specialist brokers. MAS lists insurance-sector institutions in its **Financial Institutions Directory** under licence categories such as **Direct Insurer (Life)**, **Direct Insurer (General)**, **Direct Insurer (Composite)**, **Reinsurer**, **Captive Insurer**, **Approved Insurance Broker**, **Registered Insurance Broker**, **Authorised Reinsurer** and **Representative Office (Insurance)** ([MAS FID insurance sector, accessed Oct 2026](https://eservices.mas.gov.sg/fid/institution?count=0&sector=Insurance)). As with banking, **institution listings, licence types and corporate groups answer different questions**; a single group may hold multiple permissions.

## MAS licensing and what it does not guarantee

MAS admission as a **licensed insurer** or **broker** means the firm must meet ongoing capital, governance, reporting and conduct rules — not that every policy sold is government-guaranteed or that investment returns are assured. MAS's **Compliance Toolkit for Direct Insurers and Reinsurers** maps licensing applications, prudential returns, valuation and capital reporting, and related submissions, and states that many filings moved to the **MAS–Financial Institutions Transactions Platform (MAS-Tx)** from 2024 ([MAS compliance toolkit, revised 12 November 2025](https://www.mas.gov.sg/-/media/mas-media-library/regulation/guidance/id/compliance-toolkit-for-direct-insurers-and-reinsurers_12112025.pdf)). Supervision sits in the same integrated authority as monetary policy and banking oversight ([mas and monetary policy](/en/knowledge/article/sgkb.economy-finance.mas-and-monetary-policy)), but **insurance product terms** (premiums, exclusions, riders) remain contract law between policyholder and insurer unless a separate statute applies.

## Risk-based capital: Notice 133 (RBC 2)

**MAS Notice 133 — Valuation and Capital Framework for Insurers** is the principal risk-based capital (RBC) notice for licensed insurers after the RBC 2 review. MAS states it sets mandatory requirements and guidelines on **supervisory intervention levels**, **valuation of policy liabilities** for life and general business, and calculation of **total risk requirements** and **financial resources**, consolidating material that previously sat in the Insurance (Valuation and Capital) Regulations 2004, Notice 319 and related guidance ([MAS Notice 133 page, accessed Oct 2026](https://www.mas.gov.sg/regulation/notices/notice-133)). The notice applies to **direct insurers, reinsurers and captives** as listed on the MAS page, with differentiated sections for captives, marine mutual insurers and special purpose reinsurance vehicles.

MAS published **MAS 133 (Amendment) 2025**, effective **1 January 2026**, and a further **MAS 133 (Amendment) 2026** taking effect **31 March 2026** ([MAS Notice 133 page, accessed Oct 2026](https://www.mas.gov.sg/regulation/notices/notice-133)). At the higher intervention level, insurers must meet **prescribed capital requirements (PCR)** calibrated at **99.5% value-at-risk over one year**; at the lower level, **minimum capital requirements (MCR)** use **90% VaR**, with **MCR set at 50% of PCR** under the December 2025 notice text ([MAS Notice 133 PDF, 8 December 2025](https://www.mas.gov.sg/-/media/mas-media-library/regulation/notices/id/notice-133/mas-notice-133_8-dec-2025.pdf)). Meeting PCR on a statutory return is **solvency regulation**, not a promise that an individual policy will pay a particular claim on time.

## SDIC: deposit insurance versus policy owners' protection

The **Singapore Deposit Insurance Corporation (SDIC)** administers two schemes that apply **only when a member institution fails**, and must not be confused with everyday claims against a solvent insurer. Under the **Deposit Insurance (DI) Scheme**, insured deposits with a **member bank or finance company** are aggregated and insured up to **S$100,000** per depositor per member; CPFIS and CPFRS placements with a member bank are **separately** insured up to **S$100,000** ([SDIC, accessed Oct 2026](https://www.sdic.org.sg/)). That protection covers **deposits**, not life policies.

The **Policy Owners' Protection (PPF) Scheme** covers **life** and certain **general** insurance policies when a **member life or general insurer fails**. SDIC states that life coverage is based on **guaranteed benefits** subject to **caps** (with exceptions for accident and health policies and riders), while general insurance coverage is **not capped** except where statute limits compulsory policies or specified motor and property-damage claims ([SDIC, accessed Oct 2026](https://www.sdic.org.sg/)). SDIC is a company limited by guarantee whose board is accountable to the Minister in charge of MAS ([SDIC, accessed Oct 2026](https://www.sdic.org.sg/)). **PPF is not MediShield Life, CareShield Life or CPF insurance** — those schemes have their own statutes and administrators ([medishield life](/en/knowledge/article/sgkb.healthcare.medishield-life), [careshield life](/en/knowledge/article/sgkb.healthcare.careshield-life), [cpf overview](/en/knowledge/article/sgkb.cpf-social-security.cpf-overview)).

## Common mistakes when answering insurance questions

Retrieval errors include treating **MAS licensing** as **full government backing of investment-linked returns**, assuming **SDIC PPF** pays claims while the insurer is still solvent, or quoting **bank deposit insurance limits** for **life policies**. Consumers who conflate **CASE mediation** with **insolvency protection** may expect a non-profit association to guarantee payouts when the real question is whether the insurer remains solvent and whether PPF membership applies ([case and dispute resolution](/en/knowledge/article/sgkb.consumer.case-and-dispute-resolution); [SDIC, accessed Oct 2026](https://www.sdic.org.sg/)). Another mistake is blending **Notice 133 capital ratios** with **MOH healthcare insurance premiums**, **MediSave** balances, or **Integrated Shield Plan** rider rules — hospital financing sits under MOH and CPF administration, not insurer RBC returns ([integrated shield plans](/en/knowledge/article/sgkb.healthcare.integrated-shield-plans), [healthcare financing](/en/knowledge/article/sgkb.healthcare.healthcare-financing)). Finally, **authorised reinsurers** and **captives** serve different roles from retail **direct insurers**; directory labels in the MAS FID insurance sector should be read with their licence type, not collapsed into “all insurers are the same” ([MAS FID insurance sector, accessed Oct 2026](https://eservices.mas.gov.sg/fid/institution?count=0&sector=Insurance)). For banking licences and payment apps use [banking and financial hub](/en/knowledge/article/sgkb.economy-finance.banking-and-financial-hub); for monetary policy use [mas and monetary policy](/en/knowledge/article/sgkb.economy-finance.mas-and-monetary-policy).
