# Tourist Consumer Complaints

Under Singapore's CPFTA framework, the Singapore Tourism Board is the usual first-line handler for tourist retailer complaints while CASE serves residents; both may pursue mediation-style redress and refer persistent traders to CCCS, with distinct hotlines and documentation rules.

# Tourist Consumer Complaints

Tourist consumer complaints in Singapore are disputes between a **visitor** and a **supplier** over goods or services bought for personal use, handled under the same **Consumer Protection (Fair Trading) Act 2003** (**CPFTA**) unfair-practice framework as resident complaints but routed through a different first-line agency. The **Singapore Tourism Board** (**STB**) is described by the **Competition and Consumer Commission of Singapore** (**CCCS**) as the first point of contact for **tourists**, while the **Consumers Association of Singapore** (**CASE**) is the first point of contact for **local consumers** ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/)). CCCS administers the Act and may investigate **persistent** errant retailers after CASE or STB engagement; it is not the initial complaint desk for either group ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/)). This article covers tourist routing; [case and dispute resolution](/en/knowledge/article/sgkb.consumer.case-and-dispute-resolution) deepens CASE fees, mediation, and CaseTrust; [consumer affairs overview](/en/knowledge/article/sgkb.consumer.consumer-affairs-overview) maps the whole system.

## STB as first-line handler for visitors

CCCS states that CASE and STB are the **first points of contact** for local consumers and tourists respectively to handle CPFTA complaints ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/)). STB's public contact page lists a **Tourist Information Hotline** at **1800-736-2000** and a **Quality Service Manager** line at **1800-736-6638**, both on **Monday to Friday (excluding public holidays), 9 a.m. to 6 p.m.**, and directs visitors to an online feedback form for suggestions and feedback ([STB Contact us, updated 10 Mar 2026](https://www.stb.gov.sg/contact-us/)). STB's privacy statement notes that complaints may be submitted through website forms, calls, or e-mail, and lists the CPFTA among statutes for which personal data may be processed ([STB Privacy Statement, accessed Oct 2026](https://www.stb.gov.sg/privacy-statement/)).

The tourist channel exists because visitors may not know CASE, may leave Singapore before a dispute concludes, and may associate retailer problems with the tourism experience STB promotes. It does **not** mean tourists receive a different substantive CPFTA test for unfair practices — it changes **who triages** the complaint first. Errant retailers may enter **Voluntary Compliance Agreements** with **CASE or STB**, agreeing in writing to stop unfair practices and sometimes compensate affected **local consumers or tourists** ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/)).

## CASE channels tourists may still use

CASE's complaint FAQ states that tourists who wish to flag inappropriate retailer behaviour may call STB at **1800-736-2000** (weekdays 9 a.m.–6 p.m., excluding public holidays) or e-mail **stb_feedback@stb.gov.sg**, or may call CASE at **6277 5100** to book an appointment to meet CASE officers **Monday to Friday, 9 a.m. to 4 p.m.** ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)). Walk-in visitors should bring a **passport**, **original invoice or receipt**, and other supporting documents such as signed agreements or credit-card bills ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)).

CASE handles **consumer-to-business** disputes where an individual buys goods or services for personal or domestic use from a **registered company in Singapore** ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)). A tourist with a passport and Singapore retailer paperwork may therefore fall within CASE's C2B scope even though CCCS labels STB the tourist first line. CASE explicitly notes it **cannot assist claims against overseas companies** as ordinary C2B matters, though it mentions partnerships with overseas consumer bodies for some cross-border cases ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)). [online consumer transactions](/en/knowledge/article/sgkb.consumer.online-consumer-transactions) covers misleading **overseas-only** web retailers, where neither STB nor CASE may recover payment easily.

## Escalation, CCCS, and courts

If negotiation or mediation through CASE or STB fails, tourists and residents retain civil remedies under the CPFTA and may use the **Small Claims Tribunals** for qualifying low-value disputes ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/); [civil law and small claims](/en/knowledge/article/sgkb.law-justice.civil-law-and-small-claims)). CASE or STB may refer **persistent** unfair traders to CCCS for investigation, voluntary compliance, or court injunctions ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/)). CCCS emphasises it takes on cases of **persistent** errant retailers rather than every single tourist receipt dispute ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/)).

Durable agency-routing anchors sit in [consumer system anchors](/en/knowledge/dataset/sgkb.data.consumer-system-anchors). STB's **Travel Agents Act** licensing regime is a separate tourist-protection layer for package travel; this article addresses **retail CPFTA-style** disputes, not travel-agent licence breaches.

## Common routing mistakes

Retrieval answers fail when **STB is treated as a court** or when **every visitor complaint must go only to STB** despite CASE accepting tourist appointments with passport and receipts. **CCCS is not a refund helpline** for a single souvenir dispute. **Overseas-only sellers** are not automatically STB or CASE enforceable targets in Singapore. **Lemon Law goods remedies** and **regulated cooling-off contracts** follow the same statute rules as for residents ([consumer protection and lemon law](/en/knowledge/article/sgkb.consumer.consumer-protection-and-lemon-law), [pricing contracts and unfair practices](/en/knowledge/article/sgkb.consumer.pricing-contracts-and-unfair-practices)); tourist status does not create a universal return right for ordinary retail purchases.

Practical rule: **visitors flag retailer misconduct to STB's tourist hotline or feedback channel first; bring passport and purchase proof to CASE if you need C2B assistance before leaving; escalate to SCT or civil court within limits if mediation fails; expect CCCS only after persistent trader conduct**, not as the first e-mail on day one ([CCCS CPFTA overview, updated 26 Sep 2025](https://www.cccs.gov.sg/consumer-protection/legislation-and-guidelines/overview-of-the-consumer-protection--fair-trading--act/); [CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)).
