# Sector Complaint Routes and CPFTA Boundaries

Singapore's CPFTA and CASE/STB routes cover many business-to-consumer unfair practices but exclude business-to-business deals, most property sales, and employment contracts; telecom billing disputes use IMDA's mandatory ADR scheme, while suspected crime and scams go to the police instead of consumer mediation.

# Sector Complaint Routes and CPFTA Boundaries

Sector complaint routes in Singapore determine **which agency or tribunal hears a problem before** a consumer assumes the **Consumer Protection (Fair Trading) Act 2003** (**CPFTA**) or **Consumers Association of Singapore** (**CASE**) can fix it. The CPFTA is a general **business-to-consumer** fair-trading floor: CCCS says it empowers civil redress against unfair practices but does not replace specialist regulators, criminal law, or every contract type ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). CASE and the **Singapore Tourism Board** remain first-line handlers for many **retail and services** disputes with Singapore suppliers ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). This article maps **when those routes apply**, **when they do not**, and **where sector schemes sit**; [case and dispute resolution](/en/knowledge/article/sgkb.consumer.case-and-dispute-resolution) covers CASE fees and mediation; [consumer affairs overview](/en/knowledge/article/sgkb.consumer.consumer-affairs-overview) maps the whole consumer system.

## What the CPFTA does and does not cover

CCCS lists examples of dealings **not covered** by the CPFTA, including **business-to-business** transactions, **sale and purchase of property** (with the note that claims against **real estate agents for services rendered** can still be covered), and **contracts of employment** ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). Those exclusions explain why a company buying inventory, an employee disputing wages, or buyers arguing over a private resale flat usually need **contract, employment, or property law routes** rather than a CASE retail letter.

For covered **consumer transactions**, unfair practices include deception, false claims, taking advantage of vulnerable consumers, and conduct listed in the CPFTA Second Schedule ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). **CCCS does not pay individual refunds**; it may investigate **persistent** errant suppliers after CASE or STB escalation ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). Consumers may still sue under the CPFTA or use the **Small Claims Tribunals** within published limits ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/); [civil law and small claims](/en/knowledge/article/sgkb.law-justice.civil-law-and-small-claims)).

## CASE scope limits that mimic sector boundaries

CASE assists **consumer-to-business** disputes where an individual buys goods or services for **personal or domestic use** from a **registered company in Singapore** ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)). It **cannot** assist with **business-to-business** disputes, **landlord–tenant deposit or rental** claims (typically **Small Claims Tribunals**), **shares, stocks, commodities and investments**, or **traffic-accident** disputes between drivers ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/)). **Claims against overseas companies** are outside ordinary C2B assistance, though CASE mentions overseas-consumer-body partnerships for some countries ([CASE Submit a complaint, accessed Oct 2026](https://www.case.org.sg/submit-a-complaint/); [online consumer transactions](/en/knowledge/article/sgkb.consumer.online-consumer-transactions)).

Investment and banking complaints therefore usually start with the **financial institution's complaints process** and **Monetary Authority of Singapore**-supervised dispute frameworks rather than CASE's retail mediation, even when the customer feels misled. Healthcare fee disputes may involve **Ministry of Health** or professional councils depending on whether the issue is clinical conduct, billing transparency, or hospital policy — the CPFTA does not make every medical bill a CASE matter. When in doubt, identify **contract type** and **regulated industry** before filing.

## Telecommunications and subscription TV: IMDA ADR

Telecom and pay-TV billing disputes have a **mandatory sector scheme** separate from CASE. IMDA's **Telecommunication and Subscription Television Alternative Dispute Resolution (ADR) Scheme** is operated by the **Singapore Mediation Centre** and covers eligible disputes such as **billing and unsolicited charges**, **mobile** (voice, data, SMS, value-added and premium-rate services), **fibre**, and **subscription TV** ([SMC Telecommunications ADR, accessed Oct 2026](https://mediation.com.sg/service/telecommunications/); [IMDA ADR Scheme, accessed Oct 2026](https://www.imda.gov.sg/infocomm-regulation-and-guides/infocomm-regulation/alternative-dispute-resolution)).

The **Telecommunications (Dispute Resolution Scheme) Regulations 2022** require every **declared telecommunication licensee** to participate in the approved scheme, which provides **mediation** and further dispute resolution for **applicable disputes** arising from telecom services where the subscriber pays fees under contract ([SSO Telecommunications (Dispute Resolution Scheme) Regulations 2022, in force 1 Apr 2022](https://sso.agc.gov.sg/SL/TA1999-S242-2022?DocDate=20220331)). SMC describes a **14-calendar-day preliminary negotiation** on its online platform before formal mediation or determination stages ([SMC Telecommunications ADR, accessed Oct 2026](https://mediation.com.sg/service/telecommunications/)). The ADR route **adds** to, rather than removes, other choices, but is the dedicated channel for qualifying telecom-contract disputes ([SMC ADR FAQs, accessed Oct 2026](https://mediation.com.sg/resources/faqs/)). Market structure and plan types are in [telco and internet](/en/knowledge/article/sgkb.daily-life.telco-and-internet).

## Scams, crime, and when to skip consumer mediation

CCCS directs consumers who suspect **criminal acts** or **scams** to lodge a **police report** with the Singapore Police Force online (SingPass) or at a police station, with overseas or non-SingPass reporters directed to SPF's iWitness channel ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). A phishing payment or impersonation fraud is therefore **not** the same workflow as a defective laptop warranty through CASE, even if money was lost in both.

CCCS also notes it does **not regulate ordinary retail prices** for non-essential goods; price control of **essential** goods can involve **Ministry of Trade and Industry** powers under the Price Control Act, citing schemes such as the rice stockpile ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)). High prices alone are not automatically unfair practices unless they involve misleading or deceptive conduct within the CPFTA tests.

## Practical routing checklist

Before filing, classify the problem: **(1)** Is it B2B, employment, or a raw property sale? If yes, CPFTA/CASE retail routes are usually wrong. **(2)** Is it telecom or subscription-TV billing with a declared licensee? Use **IMDA/SMC ADR** after trying the provider. **(3)** Is it a personal purchase from a Singapore company? **CASE** (or **STB** for tourists per [tourist consumer complaints](/en/knowledge/article/sgkb.consumer.tourist-consumer-complaints)) may assist. **(4)** Is it crime or fraud? **Police**, not CASE. **(5)** Is the trader persistently unfair after first-line contact? CASE/STB may refer to **CCCS** for public enforcement ([CCCS consumer-protection FAQs, updated 1 Oct 2026](https://www.cccs.gov.sg/resources/faqs/consumer-protection/)).

Retrieval fails when **every bill dispute is sent to CASE**, when **telecom ADR is ignored**, when **B2B purchases are treated as Lemon Law consumer claims**, or when **CCCS is asked for a same-day refund**. The CPFTA is broad but not universal; sector routes exist because Parliament and regulators already assigned specialist handlers to licensed industries.
