# Public Libraries

Singapore's public libraries are branch libraries run by the National Library Board, with free basic membership for Singaporeans, tiered borrowing privileges, digital lending through the NLB Mobile app, and a network of branches listed in NLB's library locator.

# Public Libraries

Singapore's **public libraries** are neighbourhood branch libraries operated by the National Library Board (NLB), open to everyone, with borrowing privileges tied to a library membership. NLB's library locator listed **30 locations** as at October 2026 — the branch libraries, plus the National Library, the National Archives of Singapore and the Singapore Botanic Gardens' library — while NLB's corporate description refers to a network of 28 libraries alongside the National Library and the National Archives ([NLB — Our Libraries and Locations, accessed Oct 2026](https://www.nlb.gov.sg/main/visit-us/our-libraries-and-locations); [NLB, 26 June 2025](https://www.nlb.gov.sg/main/about-us/press-room-and-publications/media-releases/2025/NRHS)). Public libraries in Singapore are part of one national system under the [national library board](/en/knowledge/article/sgkb.arts-culture-media.national-library-board), not separately governed branches.

## Network and opening hours

The locator's branch list spans the island — Ang Mo Kio, Bedok, Bishan, Bukit Batok, Bukit Panjang, Central, Central Arts, Cheng San, Chinatown, Choa Chu Kang, Clementi, Geylang East, Harbourfront, Jurong, Jurong West, Marine Parade, Orchard, Pasir Ris, Punggol, Queenstown, Sembawang, Sengkang, Serangoon, Tampines, Toa Payoh, Woodlands and Yishun — and gives each branch's address, opening hours and facilities ([NLB — Our Libraries and Locations, accessed Oct 2026](https://www.nlb.gov.sg/main/visit-us/our-libraries-and-locations)). Most branches open daily from 10:00 am to 9:00 pm, several open from 11:00 am with extended self-service from 9:00 am, and all close at 5:00 pm on the eves of Christmas, New Year and Chinese New Year and on public holidays; hours vary by branch and should be checked per location ([NLB — Our Libraries and Locations, accessed Oct 2026](https://www.nlb.gov.sg/main/visit-us/our-libraries-and-locations)).

Branches do temporarily close. As at October 2026, Ang Mo Kio Library was closed from 1 August 2026 for relocation, and Cheng San Library and Marine Parade Library were closed for renovation, with substitute services such as Browse-n-Borrow kiosks and a book dispenser listed instead ([NLB — Our Libraries and Locations, accessed Oct 2026](https://www.nlb.gov.sg/main/visit-us/our-libraries-and-locations)). These are dated closure notices, not permanent changes to the network.

## Membership tiers and borrowing rules

Membership rules are published on NLB's Types of Membership page, last updated 7 May 2026 ([NLB, accessed Oct 2026](https://www.nlb.gov.sg/main/services/library-membership/types-of-membership)). All tiers borrow 16 physical items and 16 eBooks (including eAudiobooks) for 21 days, renewable once for another 21 days, unless the tier states otherwise:

| Tier | Eligibility | Loans | Fee (GST-inclusive) |
|---|---|---|---|
| Basic (Singaporean) | Any Singaporean | 16 physical + 16 eBooks, 21 days | Free |
| Basic (Permanent Resident) | Permanent residents | Same as above | One-time registration S$10.69, waived for PAssion Card holders |
| Basic (Foreigner) | Foreigners residing in Singapore with a valid document | Same as above | Annual S$43.60 or monthly S$3.82, plus S$10.69 registration (waived with PAssion Card); free for MOE-school students under 21 |
| Partner (PAssion Card) | PAssion Card holders who are library members | 24 physical + 16 eBooks, 21 days | Free upgrade for Singaporean and PR members |
| Accessible | Persons with disabilities in MSF-funded schemes or services, or who attended or attend government-funded SPED schools | Lifetime membership; 42-day loans and renewals; free reservations; priority access to accessible features at Punggol Regional Library | Free |

Reservations otherwise cost S$1.58 per item. Foreigners on the monthly subscription cannot upgrade to Partner Membership ([NLB, accessed Oct 2026](https://www.nlb.gov.sg/main/services/library-membership/types-of-membership)). Membership status, eligibility groups and fees are the values published on that page as at October 2026; NLB revises them, so the page is authoritative for current figures.

## Digital lending and self-service

Beyond branches, NLB reports more than 2.6 million digital resources — eBooks, audiobooks and online resources — and describes the NLB Mobile app as a 24/7 digital library giving all members, including those based overseas, access to eBooks, eMagazines, eNewspapers, courses and videos ([NLB — About Us, accessed Oct 2026](https://www.nlb.gov.sg/main/about-us)). The locator also lets patrons filter branches by activity, such as booking a seat, doing research, volunteering, joining LearnX communities, holding a meeting, attending storytelling, watching films or visiting exhibitions ([NLB — Our Libraries and Locations, accessed Oct 2026](https://www.nlb.gov.sg/main/visit-us/our-libraries-and-locations)). Physical formats remain dominant for loans: about two in three of NLB's loans were physical items in the 2024 National Reading Habits Study ([NLB, 26 June 2025](https://www.nlb.gov.sg/main/about-us/press-room-and-publications/media-releases/2025/NRHS)).

## History of the network

Singapore's public libraries trace their roots to 1823, to the library of Raffles Institution, which later became part of the Raffles Museum and moved to Stamford Road in 1960 as the National Library; each early public library was an extension of the National Library on Stamford Road ([BiblioAsia, 7 July 2013](https://biblioasia.nlb.gov.sg/all-sections/vol-9-issue-2-jul-sep-2013-public-libraries-past-present-future/)). The National Library Board was formed on 1 September 1995 to oversee the National Library, the public libraries and the National Archives ([BiblioAsia, 7 July 2013](https://biblioasia.nlb.gov.sg/all-sections/vol-9-issue-2-jul-sep-2013-public-libraries-past-present-future/)).

Under the Library 2000 plan, conceptualised in 1996 by a Library Review Committee, the system grew from seven public libraries into a three-tier structure of three regional libraries, 10 mid-size libraries and 12 small libraries as at 2013 ([BiblioAsia, 7 July 2013](https://biblioasia.nlb.gov.sg/all-sections/vol-9-issue-2-jul-sep-2013-public-libraries-past-present-future/)). Two 2013 examples show the design experiments of the period: Chinatown Library, which opened on 31 January 2013 as the first privately funded public library staffed by volunteers, and My Tree House, a green children's library at the Central Public Library ([BiblioAsia, 7 July 2013](https://biblioasia.nlb.gov.sg/all-sections/vol-9-issue-2-jul-sep-2013-public-libraries-past-present-future/)). Those counts describe the 2013 state of the network, not the current one; use the locator for today's branches. Reading-promotion programmes attached to the libraries, such as the [national reading movement](/en/knowledge/article/sgkb.arts-culture-media.national-reading-movement) and [readsg](/en/knowledge/article/sgkb.arts-culture-media.readsg), are covered in their own articles.
