The Ministry of Health (MOH) licenses specified **services** under the Healthcare Services Act 2020 (HCSA); professional boards separately regulate individual practitioners; and the Health Sciences Authority (HSA) regulates health products. These are related but distinct responsibilities. HCSA replaced the Private Hospitals and Medical Clinics Act and moved the main licensing approach from premises-based regulation toward a service-based framework designed to accommodate mobile and virtual care. MOH's public guidance, updated 6 October 2026, lists 16 healthcare service types currently regulated under HCSA ([MOH, updated 6 October 2026](https:\/\/www.moh.gov.sg\/others\/health-regulation\/healthcare-services-regulation-and-licensing\/); [Healthcare Services Act 2020](https:\/\/sso.agc.gov.sg\/Act\/HSA2020)).\n\n## What the HCSA licence covers\n\nThe 16 service types in MOH's current list are acute hospital, ambulatory surgical centre, assisted reproduction, blood banking, clinical laboratory, community hospital, cord blood banking, emergency ambulance, medical transport, human tissue banking, nuclear medicine, nursing home, outpatient dental, outpatient medical, outpatient renal dialysis and radiological services. The list includes both familiar clinics and less visible diagnostic, transport and tissue services. MOH applies a risk-based approach to decide which healthcare services are regulated, and providers offering a listed service in Singapore must hold the relevant licence before providing it ([MOH, updated 6 October 2026](https:\/\/www.moh.gov.sg\/others\/health-regulation\/healthcare-services-regulation-and-licensing\/)).\n\nThe service-based model matters when care is delivered remotely, on a vehicle, or in temporary as well as permanent premises. The Act separately addresses approval for service-delivery modes and locations, and MOH states that certain higher-risk or more complex **Specified Services** require additional MOH approval before a licensee offers them. A general HCSA licence should therefore not be assumed to approve every location, delivery mode or procedure. The applicable service definition, licence conditions and any specific approval must be checked for the provider's actual activity ([Healthcare Services Act 2020, sections 8\u201313](https:\/\/sso.agc.gov.sg\/Act\/HSA2020); [MOH, patient safety and welfare](https:\/\/www.moh.gov.sg\/about-us\/who-we-are\/)).\n\n## How to distinguish service licensing from professional registration\n\nAn HCSA licence concerns the provider's authority to offer a licensable healthcare service; it is not an individual's professional registration. A clinic may need the relevant service licence while its doctors, nurses or allied health professionals must separately meet the registration and practising requirements of their respective boards. The Ministry of Health (MOH) licenses specified **services** under the Healthcare Services Act 2020 (HCSA); professional boards separately regulate individual practitioners; and the Health Sciences Authority (HSA) regulates health products. These are related but distinct responsibilities. HCSA replaced the Private Hospitals and Medical Clinics Act and moved the main licensing approach from premises-based regulation toward a service-based framework designed to accommodate mobile and virtual care. MOH's public guidance, updated 6 October 2026, lists 16 healthcare service types currently regulated under HCSA ([MOH, updated 6 October 2026](https:\/\/www.moh.gov.sg\/others\/health-regulation\/healthcare-services-regulation-and-licensing\/); [Healthcare Services Act 2020](https:\/\/sso.agc.gov.sg\/Act\/HSA2020)).\n\n## What the HCSA licence covers\n\nThe 16 service types in MOH's current list are acute hospital, ambulatory surgical centre, assisted reproduction, blood banking, clinical laboratory, community hospital, cord blood banking, emergency ambulance, medical transport, human tissue banking, nuclear medicine, nursing home, outpatient dental, outpatient medical, outpatient renal dialysis and radiological services. The list includes both familiar clinics and less visible diagnostic, transport and tissue services. MOH applies a risk-based approach to decide which healthcare services are regulated, and providers offering a listed service in Singapore must hold the relevant licence before providing it ([MOH, updated 6 October 2026](https:\/\/www.moh.gov.sg\/others\/health-regulation\/healthcare-services-regulation-and-licensing\/)).\n\nThe service-based model matters when care is delivered remotely, on a vehicle, or in temporary as well as permanent premises. The Act separately addresses approval for service-delivery modes and locations, and MOH states that certain higher-risk or more complex **Specified Services** require additional MOH approval before a licensee offers them. A general HCSA licence should therefore not be assumed to approve every location, delivery mode or procedure. A clinic may need the relevant service licence while its doctors, nurses or allied health professionals must separately meet the registration and practising requirements of their respective boards. The list includes both familiar clinics and less visible diagnostic, transport and tissue services. MOH applies a risk-based approach to decide which healthcare services are regulated, and providers offering a listed service in Singapore must hold the relevant licence before providing it ([MOH, updated 6 October 2026](https:\/\/www.moh.gov.sg\/others\/health-regulation\/healthcare-services-regulation-and-licensing\/)).\n\nThe service-based model matters when care is delivered remotely, on a vehicle, or in temporary as well as permanent premises. A clinic may need the relevant service licence while its doctors, nurses or allied health professionals must separately meet the registration and practising requirements of their respective boards.
