Article 105 provides for a chairperson and between five and fourteen other members, appointed by the President when the President, acting in discretion, concurs with the Prime Minister's advice. The PSC is a personnel institution intended to support impartiality and merit in defined public-service decisions, not a ministry responsible for day-to-day agency policy. In current practice, the PSC's official responsibilities emphasise appointment to the Administrative Service; senior appointments and promotions at Superscale D\/Grade 7 and above; and the consideration of candidates for statutory-board chief executive appointments. The PSC's account says that ministry Personnel Boards exercise functions devolved from the PSC, including most recruitment and appointments to the Civil Service, confirmations, and many promotions and transfers. The PSC remains involved in defined senior decisions and acts as the final appellate board for appeals against Special Personnel Board decisions.
