It works across revenue, expenditure, reserves, procurement and public-sector performance; its role is broader than collecting taxes or announcing the annual Budget ([MOF, Who we are, accessed 20 October 2026](https://www.mof.gov.sg/about-us/who-we-are/); [MOF, Organisation structure, accessed 20 October 2026](https://www.mof.gov.sg/about-us/organisation-structure/)). The distinction matters: MOF sets and coordinates policy frameworks, while Parliament authorises public expenditure and specialist agencies carry out many operational functions.

## MOF's role in fiscal stewardship

MOF describes its mission as creating a better Singapore through finance and groups its strategic outcomes around stewardship of public resources, inclusive and sustainable growth, and a high-performance government ([MOF, Who we are, accessed 20 October 2026](https://www.mof.gov.sg/about-us/who-we-are/)). Its policy remit therefore spans more than annual spending: it coordinates fiscal planning, revenue and tax policy, reserves and investment frameworks, procurement policy, government finance capabilities, grants governance and programme evaluation. The ministry's directorates reflect those functions, including Fiscal Policy, Reserves and Investment, Tax Policy, Government Procurement Function Office and Performance and Evaluation ([MOF, Organisation structure, accessed 20 October 2026](https://www.mof.gov.sg/about-us/organisation-structure/)).

MOF describes Singapore's fiscal objectives as fiscal sustainability, economic growth and equity. Its fiscal-policy explanation says the Government plans for current and future needs, invests in public goods and infrastructure, and uses taxes and transfers to distribute support ([MOF, Fiscal Policies, accessed 20 October 2026](https://www.mof.gov.sg/policies/fiscal/overview/)). These are stated policy aims and frameworks, not proof that every programme achieves its intended outcome or that each spending decision is made by MOF alone. Line ministries and statutory boards deliver services within their own mandates; MOF's coordinating role concerns the financial and policy framework.

## The Budget and Parliament's authority

MOF prepares the annual Budget and coordinates fiscal planning, but the Budget is not simply a ministry spending announcement. Article 148 of Singapore's Constitution provides for heads of expenditure to be included in a Supply Bill authorising sums from the Consolidated Fund and Development Fund for specified purposes ([Singapore Statutes Online, Constitution, Article 148, accessed 20 October 2026](https://sso.agc.gov.sg/Act/CONS1963?ProvIds=pr148-)). Parliament considers and votes on the Government's spending proposals through the Budget and Supply process; see [government structure](/en/knowledge/article/sgkb.government-politics.government-structure) for the broader relationship between Cabinet, Parliament and the President.

After a Supply law is passed, ministries and agencies administer approved programmes and spending under public-finance controls. MOF's role includes cross-government budget and resource policy, while programme design and service delivery sit with the responsible agencies. If emerging needs require expenditure beyond an approved provision, the Constitution and the applicable financial procedures provide formal routes such as supplementary supply rather than allowing an agency to treat an announcement or ministerial speech as an appropriation ([Singapore Statutes Online, Constitution, Article 148](https://sso.agc.gov.sg/Act/CONS1963?ProvIds=pr148-); [MOF, Organisation structure, accessed 20 October 2026](https://www.mof.gov.sg/about-us/organisation-structure/)).

## Fiscal policy, taxation and reserves are distinct functions

MOF formulates tax and fiscal policy, but it is not the agency that assesses and collects every tax from individual taxpayers. The Inland Revenue Authority of Singapore (IRAS) is a statutory board in the MOF family and administers tax laws; practical filing, payment and objection questions should therefore be routed to IRAS ([MOF, Who we are, accessed 20 October 2026](https://www.mof.gov.sg/about-us/who-we-are/); see [taxation system](/en/knowledge/article/sgkb.economy-finance.taxation-system)). Similarly, MOF's reserves policy concerns governance and the fiscal framework; it does not mean that the ministry itself operates the investment portfolios managed by entities such as MAS, GIC and Temasek ([MOF, What are Singapore's reserves, accessed 20 October 2026](https://www.mof.gov.sg/policies/reserves/what-are-singapores-reserves/)).

The Net Investment Returns Contribution (NIRC) is one way investment returns on reserves contribute to the Government Budget under constitutional rules. It should not be confused with a direct withdrawal of the protected principal of past reserves. MOF explains that reserves include the assets and liabilities of the Government and specified Fifth Schedule entities, while the President's constitutional role safeguards past reserves; the President is not the day-to-day fiscal policymaker ([MOF, What are Singapore's reserves, accessed 20 October 2026](https://www.mof.gov.sg/policies/reserves/what-are-singapores-reserves/); [presidency](/en/knowledge/article/sgkb.government-politics.presidency)). The relevant fiscal concepts and government securities are further explained in [government securities and debt market](/en/knowledge/article/sgkb.economy-finance.government-securities-and-debt-market).

The NIRC is not simply “half of this year's investment gains.” MOF describes two components: up to 50% of Net Investment Returns on specified net assets managed by GIC, MAS and Temasek, and up to 50% of Net Investment Income derived from past reserves on remaining assets. The NIR component is based on expected long-term real returns, including capital gains, rather than the investment entities' actual returns in that particular year. The annual NIRC amount is published in the Budget ([MOF, Net Investment Returns Contribution, page last updated 22 October 2025, accessed 20 October 2026](https://www.mof.gov.sg/policies/reserves/net-investment-returns-contribution/)).

## Procurement, accountability and institutional boundaries

MOF sets government-wide procurement policy, while ministries and agencies conduct individual sourcing and manage contracts. MOF says the framework is open by default and designed around value for money, fair competition, transparency and accountability. The published process separates sourcing, bid evaluation, approval of award and contract management; award notices and contract sums are published through GeBIZ ([MOF, Procurement processes, updated 9 September 2026](https://www.mof.gov.sg/policies/government-procurement/procurement-processes/)). A procurement policy role does not mean MOF selects the supplier for every tender or that every supplier automatically qualifies to bid.

MOF is also distinct from independent external audit. The Auditor-General's Office (AGO) audits public accounts and reports through constitutional channels; it is not MOF's internal audit unit. The Accountant-General's Department (AGD), by contrast, performs government accounting and finance functions and appears among MOF's departments ([MOF, Who we are, accessed 20 October 2026](https://www.mof.gov.sg/about-us/who-we-are/); [accountant generals department](/en/knowledge/article/sgkb.government-politics.accountant-generals-department); [auditor general office](/en/knowledge/article/sgkb.government-politics.auditor-general-office)). This division supports checks and accountability: MOF develops financial policy, agencies use public funds, Parliament authorises and scrutinises expenditure, and AGO independently audits government accounts and operations.
# the Budget, reserves policy, tax policy, government procurement and public-sector finance and programme evaluation, while Parliament authorises expenditure and specialist agencies perform distinct functions.
# Ministry of Finance

Singapore's Ministry of Finance (MOF) stewards the Government's fiscal strategy and public-finance frameworks.

# Finance","topics":["sgtopic.government","sgtopic.government.ministry-of-finance"],"volatility":"slow"}
# Ministry of Finance

Singapore's Ministry of Finance (MOF) stewards the Government's fiscal strategy and public-finance frameworks.

#
