Because CPF is a contribution-based savings system rather than a pay-as-you-go pension, a member's retirement income depends on that member's working history, wages, housing choices and top-ups. The Government's main published measure is the share of active CPF members turning 55 who can set aside the Basic Retirement Sum (BRS), the amount that funds a basic monthly [CPF LIFE](/en/knowledge/article/sgkb.cpf-social-security.cpf-life) payout. Critics and supporters of the system largely argue over what that measure shows and leaves out. The history and design of CPF are covered in [cpf overview](/en/knowledge/article/sgkb.cpf-social-security.cpf-overview).

## How adequacy is measured

CPF Board's attainment table, last updated 13 March 2026, reports that among CPF members aged 55 in 2025, 75% of active members and 65% of all members had set aside the BRS. The table gives the denominators: 41,800 active members and 60,000 members in total. It separately reports that 56% of active members and 47% of all members set aside the Full Retirement Sum (FRS) ([CPF Board, 2025 retirement-sum attainment table](https://www.cpf.gov.sg/member/infohub/reports-and-statistics/cpf-statistics/retirement-statistics/retirement-sum-attainment-rates)). “Active” here means at least one CPF contribution paid in the current or preceding three months; the active-member count excludes self-employed people who are not concurrently employees. A CPF member is someone with a positive balance in any CPF account. These are different denominators, not competing estimates of the same population.

MOM's earlier written answer reported BRS attainment of 27,800 active members, almost 70% of the cohort, in 2022, compared with 26,500 or about 66% in 2020. Its expectation that eight in ten active members turning 55 in 2027 would attain the BRS remains a projection, not a reported outcome ([MOM, 10 Jan 2024](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2024/0110-written-answer-to-pq-on-attainment-rates-on-brs-frs-ers-bhs); [MOM, 5 Jul 2022](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2022/0705-written-answer-to-pq-on-the-basic-retirement-sum)).

The measure has a deliberate population boundary: “active” is not every CPF account holder, and active members exclude self-employed people who are not concurrently employees. MOM has said balances of economically inactive members are harder to interpret because they are not required to contribute ([MOM, 1 Apr 2019](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2019/0401-written-answer-by-mrs-josephine-teo-minister-for-manpower-to-parliamentary-question-on-cpf-basic-retirement-sum)). The BRS is a basic standard, not a guarantee of comfortable retirement; critics therefore treat attainment as a floor rather than a complete adequacy measure. Current cohort retirement sums are listed in [annual rates](/en/knowledge/dataset/sgkb.data.annual-rates).

## Who falls short

CPF retirement adequacy is uneven across groups. In its 1 April 2019 answer, MOM reported BRS attainment among active members turning 55 from 2016 to 2018 of 63% to 67% for men and 52% to 56% for women. By property type, attainment for the 2018 cohort was 90% for private-property owners, 60% for owners of 4-room or larger HDB flats, 40% for owners of 3-room or smaller flats, and 52% for members without property ([MOM, 1 Apr 2019](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2019/0401-written-answer-by-mrs-josephine-teo-minister-for-manpower-to-parliamentary-question-on-cpf-basic-retirement-sum)).

MOM attributed rising attainment to higher labour force participation and rising incomes, and noted that the gender gap had narrowed, with the ratio of men's to women's average CPF balances falling from 1.20 in 2006 to 1.13 in 2016. It also observed that BRS attainment tends to mirror property wealth ([MOM, 1 Apr 2019](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2019/0401-written-answer-by-mrs-josephine-teo-minister-for-manpower-to-parliamentary-question-on-cpf-basic-retirement-sum)). The gaps point to the groups that targeted schemes aim at: women with interrupted careers, low-wage workers and members in smaller flats, supported through measures such as [matched top-ups](/en/knowledge/article/sgkb.cpf-social-security.cpf-top-up-schemes) and [Workfare and Silver Support](/en/knowledge/article/sgkb.cpf-social-security.workfare-and-support-schemes).

## Rising retirement sums and contribution rates

The retirement sums themselves are a recurring point of debate, because each cohort's BRS rises before it is fixed at 55. For cohorts turning 55 from 2023 to 2027, the BRS rises 3.5% a year, up from 3% previously. The Minister for Manpower explained in 2022 that the increase was set using lower-middle retiree household spending, long-term inflation and some rise in living standards, and that these cohorts had benefited from strong economic growth and a mature CPF system ([MOM, 5 Jul 2022](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2022/0705-written-answer-to-pq-on-the-basic-retirement-sum)).

The increases are scrutinised in Parliament: the 2022 answer explained the 3.5% annual increase for cohorts turning 55 from 2023 to 2027 with reference to lower-middle retiree household spending, long-term inflation and some increase in living standards ([MOM, 5 Jul 2022](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2022/0705-written-answer-to-pq-on-the-basic-retirement-sum)). In January 2026, MOM said it was reviewing BRS levels for cohorts turning 55 after 2027 and would announce any changes with sufficient advance notice; no post-2027 growth rate had yet been stated in that answer ([MOM, 13 Jan 2026](https://www.mom.gov.sg/newsroom/parliament-questions-and-replies/2026/0113-written-answer-to-pq-on-cpf-basic-retirement-sum)). The Government has also raised contribution rates for workers aged above 55 to 65 in steps, with a further increase on 1 January 2027 allocated to the Retirement Account up to the Full Retirement Sum ([CPF Board, accessed Oct 2026](https://www.cpf.gov.sg/service/article/what-are-the-changes-to-the-cpf-contribution-rates-for-senior-workers-that-will-take-effect-from-1-january-2027)); see [cpf contributions](/en/knowledge/article/sgkb.cpf-social-security.cpf-contributions).

## Withdrawals, payout duration and the Advisory Panel

Public criticism of CPF has often focused on access to savings at 55. In a December 2019 clarification, CPF Board rejected the claim that members cannot withdraw unless they meet the Full Retirement Sum and the Basic Healthcare Sum, restating that members can withdraw S$5,000 from 55 and any amount above their cohort's FRS ([CPF Board, Dec 2019](https://www.cpf.gov.sg/member/infohub/cpf-clarifies/clarifications/cpf-withdrawal-policy-retirement-sum-scheme-payout-duration-and-cpf-interest-rates)); current rules are in [cpf withdrawals](/en/knowledge/article/sgkb.cpf-social-security.cpf-withdrawals).

The same clarification addressed the shortening of Retirement Sum Scheme payouts from up to age 95 to age 90, explaining that the change responded to member feedback that payouts to 95 were too long, while still protecting two in three members from outliving their payouts. It also restated that CPF interest is guaranteed by the Government, with a 4% floor on Special, MediSave and Retirement Account monies maintained since 2008 ([CPF Board, Dec 2019](https://www.cpf.gov.sg/member/infohub/cpf-clarifies/clarifications/cpf-withdrawal-policy-retirement-sum-scheme-payout-duration-and-cpf-interest-rates)).

Structural responses to adequacy concerns came through the CPF Advisory Panel, appointed by MOM in September 2014. The Government accepted the first part of its recommendations in February 2015, implemented from January 2016, and accepted the second part in 2016, leading to a CPF LIFE plan with escalating payouts to address rising costs of living and a simple, low-fee retirement investment scheme ([CPF Board, 3 Aug 2016](https://cpf.gov.sg/member/infohub/news/cpf-related-announcements/cpf-advisory-panel-recommendations-part-two)).
CPF officially by how many active members turning 55 can set aside the Basic Retirement Sum.
# CPF Retirement Adequacy

CPF retirement adequacy is the long-running question of whether Singapore's Central Provident Fund (CPF) gives members enough income in old age.

CPF Adequacy","topics":["sgtopic.social-security","sgtopic.social-security.retirement-adequacy"],"volatility":"slow"}
# CPF Retirement Adequacy

CPF retirement adequacy is the long-running question of whether Singapore's Central Provident Fund (CPF) gives members enough income in old age.

# CPF 退休保障充足性

CPF
