Singapore's National Sea Level Programme

Singapore's National Sea Level Programme

Singapore's National Sea Level Programme (NSLP) was a national climate-research programme coordinated through the Climate Science Research Programme Office (CSRPO) under the Centre for Climate Research Singapore (CCRS). Its purpose was to bring together relevant researchers and address knowledge gaps in the physical mechanisms, variability, and modelling of sea-level change affecting Singapore and Southeast Asia (National Environment Agency, accessed 19 August 2026). NEA's current programme page records that the NSLP was completed in 2025 and that there is no open grant call. It is therefore a completed research programme, not a current household adaptation grant.

What the programme studied

The NSLP addressed the scientific evidence needed for future sea-level projections and climate adaptation. Its scope included global, basin-scale, regional, and local processes that affect observed and projected sea levels around Singapore (National Environment Agency, 20 March 2020). The programme's awarded projects covered probabilistic sea-level projections, low-frequency variability in Southeast Asian coastal waters, geodetic and remote-sensing monitoring of land-height change and coastal flooding, past and present sea-level mechanisms, and extreme sea-level exposure for Singapore and the Central Sunda Shelf (National Environment Agency, accessed 19 August 2026).

How NSLP relates to coastal protection

NSLP produced or supported climate science; it did not build seawalls, operate tidal gates, or set construction requirements for coastal landowners. Its findings were intended to inform future sea-level projections and coastal-protection measures under Singapore's national climate-resilience framework (National Environment Agency, 20 March 2020). PUB's coastal-protection programme, the Coastal Protection and Flood Resilience Institute, the Coastal Protection Bill, and site-specific infrastructure studies belong to the adaptation and implementation layer. The distinction matters: a sea-level projection or research result is evidence for design and policy, not itself a completed defence asset or a guarantee that a particular shoreline project will proceed.

Place in Singapore's climate-science system

NSLP sat alongside other programmes administered through Singapore's climate-science system. The Ministry of Sustainability and the Environment identifies it as a programme focused on sea-level rise, while the separate Climate Impact Science Research Programme covers five wider impact areas: sea-level rise; water resources and flood management; biodiversity and food security; human health and energy; and cross-cutting science-policy translation (Ministry of Sustainability and the Environment, accessed 19 August 2026). CCRS and CSRPO use research programmes to connect universities and research institutes with national adaptation needs. Later coastal-protection rules and engineering decisions should therefore be read against the relevant projection version and planning date rather than treated as timeless consequences of the NSLP.
