Singapore Opportunity Index

Singapore Opportunity Index

The Singapore Opportunity Index (SOI) is a human-capital index introduced by the Ministry of Manpower (MOM) in October 2025. It uses verified government data to examine how employers support meaningful career growth and improve economic outcomes for employees (MOM, 14 October 2025). The inaugural index was developed by MOM with the Singapore University of Social Sciences (SUSS) and the Burning Glass Institute, following a recommendation from the Tripartite Workgroup on Human Capital Capability Development.

What the index measures

The SOI measures opportunity across five broad workforce outcomes: pay, progression, hiring, retention, and gender parity. The methodology paper operationalises these areas through 12 sub-metrics and combines them into a composite score after accounting for the occupation mix of each firm (MOM methodology paper, accessed 19 August 2026). The occupation weighting matters because workers in different occupations within the same organisation can experience different pay, mobility, and retention patterns; a firm-level result is not simply an unadjusted average of all employees.

The SOI also groups organisations into three models of excellence: Career Launchers, which create entry or re-entry opportunities; Career Builders, which develop and promote talent through structured pathways; and Career Anchors, which provide stable, longer-term employment and opportunity. These models describe different ways of creating opportunity; they are not a three-level legal grading system or a claim that one model is universally best for every worker or employer (MOM, 14 October 2025).

Data scope and denominator

The inaugural methodology used the Occupational Employment Dataset, a longitudinal administrative database maintained by MOM's Manpower Research and Statistics Department. It covered approximately one million resident employees across almost 1,500 firms, representing close to 45% of resident employees. The included firms employed at least 100 resident employees per quarter from 2020 Q4 through 2024 Q4 (MOM methodology paper, accessed 19 August 2026). “Residents” in this methodology means Singapore Citizens and Permanent Residents; it is not a count of all workers or all firms operating in Singapore.

The methodology gives more recent data higher temporal weights so that the composite reflects current conditions more strongly than older observations. Sub-metrics are standardised and aggregated with equal weighting across the broad metric set, while firm-level indicators are occupation-weighted. The resulting index is therefore a dated analytical view of workforce outcomes for the eligible panel, not a live real-time score for every employer.

How employers and workers use it

MOM describes the SOI as a common yardstick for employers, workers, and jobseekers. Employers can compare workforce outcomes with industry peers and identify areas for human-capital improvement; workers and jobseekers can use the public information to understand the kinds of career opportunities organisations offer (MOM, 14 October 2025). The public website also provides national-level insights and recognition information, with a later phase intended to feature organisations demonstrating strong workforce outcomes.

The SOI is not an employee-sentiment survey, a statutory employment grade, a workplace-safety certification, or a guarantee of an individual promotion or salary. Its administrative-data approach measures observed workforce outcomes; it does not by itself capture every dimension of workplace experience, management quality, job satisfaction, or the reasons behind a particular employment decision. For legal rights and minimum standards, use the relevant employment law and tripartite guidance rather than an SOI label.

The index also should not be read as a simple league table of “best employers.” Its five dimensions can point to different strengths, and the eligible-firm and resident-employee denominators constrain what the inaugural edition can say. A current answer should name the SOI edition and methodology period before comparing employers or interpreting a model-of-excellence label.
