First Mover Framework

First Mover Framework

The First Mover Framework (FMF) is a Singapore government route for entrepreneurs with groundbreaking business ideas to test a product or service using public land or spaces. A successful First Mover may receive a direct allocation of a state-owned land parcel or public space instead of going through a tender exercise; this is access to a testbed, not a grant or an automatic right to operate. The relevant asset-owning agency still assesses the proposal and the conditions for using the space: the asset-owning agency assessment remains part of the process (MTI, First Mover Framework, last updated 28 April 2026).

Qualification criteria

MTI describes four criteria for FMF proposals: originality, distinct business model, economic impact, and agency consideration. The idea should be original in Singapore; if similar solutions exist, the proposed business model should be substantially different. It should also support productivity and target an area with clear economic-growth potential. Finally, the relevant agency should not have piloted or tested the idea in the preceding 12 months (MTI, First Mover Framework, last updated 28 April 2026). These criteria mean that novelty alone is insufficient: an applicant must also show a credible economic rationale and a fit with agency consideration.

Application information and possible benefits

An FMF application should identify one to three sites, name the asset-owning agency and explain why each location supports the test. It should state the desired tenure or occupancy duration and why that period is needed, such as for data collection or reaching a return-on-investment milestone. It should also describe specific site requirements so agencies can suggest alternatives if the nominated spaces are unavailable (MTI, First Mover Framework, last updated 28 April 2026).

The framework can let a First Mover bypass a public tender exercise and, subject to agency assessment, may provide preferential pricing for use of the space. Neither benefit is unconditional: the framework page does not promise approval, a particular site, a fixed tenure, or a universal price discount. FMF is one of three Pro-Enterprise Panel toolkits, alongside the New Idea Scheme and Green Economy Regulatory Initiative; it should therefore be distinguished from a regulatory sandbox or a general business-funding scheme (Enterprise Singapore, Pro-Enterprise Panel).

An applicant should also distinguish a proposed market test from ordinary commercial leasing or a standard public tender, because FMF exists for ideas that meet the framework's first-mover conditions (MTI, First Mover Framework, last updated 28 April 2026).

How FMF differs from the New Idea Scheme

FMF is principally a public-asset access and market-testbed pathway. The New Idea Scheme is a regulatory-innovation pathway for a novel business model that faces a regulatory obstacle or does not fit an existing agency sandbox. A proposal may need one, the other, or neither, depending on whether its main constraint is access to a physical public asset, regulatory uncertainty, or ordinary commercial site procurement. The Pro-Enterprise Panel describes both as toolkits whose assessment time can vary with proposal complexity and the number of agencies involved (Enterprise Singapore, Pro-Enterprise Panel). The two toolkits can therefore be complementary, but neither replaces the licences, planning permissions, safety controls or other approvals that apply to the eventual activity.
