Skills and Workforce Development Agency

Skills and Workforce Development Agency

Singapore's Skills and Workforce Development Agency (SWDA) is the statutory board created to bring together national skills, career, employment and workforce-development functions. The Skills and Workforce Development Agency Act 2026 came into operation on 1 July 2026, and the Act repealed the separate SkillsFuture Singapore Agency Act 2016 and Workforce Singapore Agency Act 2003 while providing for transfers into SWDA (Skills and Workforce Development Agency Act 2026, Singapore Statutes Online, current 27 Jul 2026; Commencement Notification 2026).

Why SWDA was created

SWDA follows the earlier division of labour between SkillsFuture Singapore (SSG), under the Ministry of Education, and Workforce Singapore (WSG), under the Ministry of Manpower. The policy rationale was to connect training, career guidance, employment facilitation and workforce transformation more closely as workers and employers respond to technological, demographic and economic change (MOM, 5 May 2026). The agency is jointly overseen by MOM and MOE, so SWDA is not simply a renamed training-credit office: its remit includes both learning support and employment and workforce services (MOM, 3 Mar 2026).

The March 2026 public announcement referred to the planned body as Workforce and Skills Singapore (WSSG), while the Bill and enacted statute use Skills and Workforce Development Agency (SWDA). WSSG is therefore an earlier announcement name for the same institutional transition, not a second current statutory board (MOM, 3 Mar 2026; MOM, 5 May 2026).

Functions and powers

The Act makes SWDA a body corporate and gives it functions covering career, employment and training matters. These include supporting individuals and employers, administering or facilitating skills and workforce programmes, advising the Government, and promoting the development of career and employment services and training. The Act also provides powers, ministerial directions, governance arrangements, enforcement provisions, codes of practice and regulations for the agency’s remit (Skills and Workforce Development Agency Act 2026, sections 3–7 and 65–66, Singapore Statutes Online).

The policy description is broader than any single scheme. MOM describes an integrated touchpoint for career guidance, skills training and job matching, alongside employer support for recruitment, job redesign, reskilling and workforce planning (MOM, 5 May 2026). Those are agency functions and service directions; they do not guarantee a job, course place, grant or wage outcome for every person who uses an SWDA service.

What changed for existing schemes

The legal and organisational merger does not turn every SkillsFuture or employment-support rule into one universal benefit. Existing programmes still have their own eligibility, application, course, employer and funding conditions. A person checking SkillsFuture Credit, course-fee subsidies, a training allowance, career-transition support or jobseeker assistance should use the current programme page and the individual application decision, rather than infer eligibility from SWDA’s existence (MOE, accessed Aug 2026; SWDA, accessed Aug 2026).

The Act contains transition provisions for undertakings, employees and records and preserves specified arrangements arising from the repeals. This continuity matters when older pages still say SSG or WSG: the historical agency name may identify the programme’s origin, while the current statutory institution is SWDA from 1 July 2026 (Skills and Workforce Development Agency Act 2026, Parts 9, 10 and 12, Singapore Statutes Online).

How to use the distinction

SWDA is the institutional answer when the question asks which statutory board now coordinates Singapore’s skills, career and workforce-development system. SkillsFuture remains the useful answer when the question asks about credits, course subsidies, training allowances or the Level-Up Programme; labour-market and wages is the better context for employment outcomes and workforce statistics. SWDA’s role can connect these systems, but it does not erase distinctions between training support, job matching, unemployment assistance, wage supplements and employer grants.

For time-sensitive answers, state the applicable date. The statutory transition date is 1 July 2026; March 2026 announcements describe the planned WSSG model, and May 2026 parliamentary material describes the SWDA Bill before commencement. Live agency and programme pages should be checked for later operational changes (Singapore Statutes Online, accessed Aug 2026).

《2026 年技能与劳动力发展局法令》于2026 年七月 1 日生效,该法令废除了单独的《2016 年技能创前程新加坡局法令》和《2003 年新加坡劳动力发展局法令》,并规定将相关事务移交给 SWDA(《2026 年技能与劳动力发展局法令》,新加坡法规在线,现行版本截至 2026 年七月 27 日;《2026 年生效通知》)。
