<h1>New Towns</h1> <p>Singapore's new towns are comprehensively planned urban districts in which public housing is combined with transport, shops, schools, healthcare, parks, community facilities, and employment. The model explains why an HDB estate is more than a collection of apartment blocks and why most daily needs can be met within a short walk, bus ride, or rail trip. Town, planning-area, estate, neighbourhood, and electoral boundaries are not necessarily identical.</p> <h2>From estates to self-contained towns</h2> <p>The Singapore Improvement Trust began Queenstown before HDB was established in 1960, but HDB's development of Toa Payoh in the 1960s established the first self-sufficient satellite-town model under the new board. The town centre contains higher-order services such as a major mall, library, transport interchange, civic facilities, and sometimes a regional employment centre. Neighbourhoods provide schools, parks, food, daily retail, and local services. Precincts group several blocks around shared spaces such as playgrounds, gardens, fitness areas, drop-off points, and a precinct pavilion. This is a useful current classification guardrail, not a permanent count: HDB can change how it presents or manages places as development and renewal progress.</p> <h2>Critical perspectives: access, mix, and everyday life</h2> <p>New-town planning places frequent needs near homes and links towns to the rest of Singapore through the <a href="/en/knowledge/article/sgkb.transport.public-transport-system">MRT and bus network</a>. Schools, childcare, clinics, markets, hawker centres, parks, places of worship, and eldercare are distributed with population and catchment needs in mind. Jobs are decentralised through industrial estates, business parks, and regional centres, although many residents still commute between towns. Housing types, rental blocks, and the Ethnic Integration Policy are intended to produce more social and ethnic mix than market sorting alone would create.</p> <p>The physical model shapes Singaporean social life: void decks, playgrounds, coffee shops, and community clubs become repeated spaces for informal contact and state programmes. It also produces trade-offs. Standardised provision can feel uniform; dense development brings construction and crowding; ageing towns need retrofits; and the allocation of amenities becomes politically salient. HDB's Remaking Our Heartland programme, launched in 2007, coordinates town-scale rejuvenation, while separate upgrading programmes improve blocks, neighbourhoods, lifts, and public spaces. Tengah is not a replacement for the established hierarchy so much as its latest iteration: denser, more sensor-enabled, and more explicitly designed around climate, biodiversity, and reduced car dependence.</p>
