<h1>SkillsFuture</h1> <p>SkillsFuture is Singapore's national lifelong-learning movement and policy system, administered principally by SkillsFuture Singapore (SSG). It links education, industry skills frameworks, subsidised courses, individual credits, work-study routes and career-transition support. It is not one S$500 voucher and it does not guarantee a job, promotion or salary increase. Different components apply by citizenship, age, employment status, course type and training intensity (<a href="https://www.skillsfuture.gov.sg/initiatives/individuals">SkillsFuture Singapore, accessed Aug 2026</a>).</p> <h2>Credit is payment support, not course approval</h2> <p>Every Singapore citizen receives a base <strong>SkillsFuture Credit</strong> of S$500 on turning 25; the base credit does not expire (<a href="https://www.skillsfuture.gov.sg/docs/default-source/newsroom/annexa_sfc.pdf">SSG factsheet, accessed Aug 2026</a>). It can offset out-of-pocket fees for eligible courses after any course-fee subsidy. It cannot generally be withdrawn as cash or spent on any course a learner chooses. The course and provider must appear as eligible in MySkillsFuture, and different credit tiers can have different eligible-course lists.</p> <p>From 1 May 2024, Singapore citizens aged 40 and above received a <strong>SkillsFuture Credit (Mid-Career)</strong> top-up of S$4,000. It does not expire but is restricted to selected programmes with stronger employability outcomes, including substantial reskilling and qualifications (<a href="https://www.skillsfuture.gov.sg/docs/default-source/initiatives/skillsfuture-level-up-programme/frequently-asked-questions-on-skillsfuture-level-up-programme_skillsfuture.gov.sg_mar24.pdf?sfvrsn=d4b07438_3%2F%0AFrequently-Asked-Questions-on-SkillsFuture-Level-Up-Programme_skillsfuture.gov.sg_Mar24%0A.pdf">Level-Up FAQ, accessed Aug 2026</a>). Earlier time-limited 2020 top-up balances followed separate expiry rules. A dashboard's total can therefore contain balances with different restrictions; adding them does not make the entire sum usable for the same course.</p> <h2>Course-fee funding</h2> <p>Credits are distinct from subsidies. For SSG's current Tier 1 courses—such as the SkillsFuture Career Transition Programme, SkillsFuture Series and courses stacking toward MOE-funded qualifications—eligible citizens, permanent residents and LTVP+ holders may receive up to 70% course-fee funding. Singapore citizens aged 40 or older may receive up to 90% under the Mid-Career Enhanced Subsidy. Tier 2 general upskilling attracts up to 50%, or up to 70% for citizens aged 40 and above (<a href="https://www.swda.gov.sg/funding-and-levy/funding-for-individuals">SWDA, updated May 2026</a>). “Up to” is not a universal rate, and GST or non-supported charges can remain.</p> <p>The Mid-Career Enhanced Subsidy also applies to eligible MOE-funded qualifications at ITE, polytechnics and autonomous universities. It is only for Singapore citizens aged 40 and above; a permanent resident may qualify for base funding but not acquire the citizen mid-career enhancement by age alone. Current reference rates are in <a href="/en/knowledge/dataset/sgkb.data.skillsfuture-support">skillsfuture support</a>.</p> <h2>Level-Up and training allowances</h2> <p>The SkillsFuture Level-Up Programme addresses the opportunity cost of long-form training for citizens aged 40 and above. For selected <strong>full-time</strong> programmes, the Mid-Career Training Allowance is 50% of the individual's average monthly income from the latest available 12-month government records, capped at S$3,000 per month and 24 months over a lifetime (<a href="https://www.skillsfuture.gov.sg/docs/default-source/initiatives/skillsfuture-level-up-programme/frequently-asked-questions-on-skillsfuture-level-up-programme_skillsfuture.gov.sg_mar24.pdf?sfvrsn=d4b07438_3%2F%0AFrequently-Asked-Questions-on-SkillsFuture-Level-Up-Programme_skillsfuture.gov.sg_Mar24%0A.pdf">Level-Up FAQ, accessed Aug 2026</a>). It partially replaces income; it is not a salary and course enrolment alone does not establish eligibility.</p> <p>From 2026, eligible <strong>part-time</strong> long-form study can receive a flat S$300 monthly allowance (<a href="https://www.skillsfuture.gov.sg/">SkillsFuture Singapore, accessed Aug 2026</a>). Full-time and part-time formulas must not be interchanged. Eligible course, attendance, application timing, lifetime use and overlapping government support affect the actual payment.</p> <h2>Training, work and career transition</h2> <p>SSG’s individual-initiatives and funding guidance separates learning support from employment outcomes: SkillsFuture credits and course-fee subsidies pay toward eligible training, while work-study programmes combine structured learning with workplace experience and Career Transition Programmes add employment facilitation (<a href="https://www.skillsfuture.gov.sg/initiatives/individuals">SkillsFuture Singapore, accessed Aug 2026</a>; <a href="https://www.swda.gov.sg/funding-and-levy/funding-for-individuals">SWDA funding for individuals, accessed Aug 2026</a>). This is why a supported course should be described as a route into skills development or transition support, not as a guaranteed job or wage increase.</p> <p>SkillsFuture Career Transition Programmes provide train-and-place support in growth areas, usually combining industry training with employment facilitation rather than guaranteeing placement. Work-Study Certificates, Diplomas, Post-Diplomas and Degrees integrate paid work and structured learning for eligible participants. Skills Frameworks describe sector roles and competencies, while employers receive separate support for training, job redesign and workplace learning.</p> <p>Related employment schemes should remain distinct. Workforce Singapore's Career Conversion Programmes subsidise structured reskilling for a job; the SkillsFuture Jobseeker Support scheme gives conditional temporary support to eligible involuntarily unemployed people; <a href="/en/knowledge/article/sgkb.cpf-social-security.workfare-and-support-schemes">Workfare</a> supplements lower wages and CPF savings. A person can interact with several systems, but a training credit is not unemployment benefit or wage support.</p> <p>The <strong>Skills and Workforce Development Agency (SWDA)</strong> now replaces the separate SSG and Workforce Singapore (WSG) statutory-board framework: the Skills and Workforce Development Agency Act 2026 came into operation on <strong>1 July 2026</strong>, repealing the SSG and WSG Acts and providing for the transfer of their undertakings, personnel and records (<a href="https://sso.agc.gov.sg/Act/SWDAA2026?ValidDate=20260701">Skills and Workforce Development Agency Act 2026, Singapore Statutes Online, current 27 Jul 2026</a>; <a href="https://sso.agc.gov.sg/SL/SWDAA2026-S414-2026?DocDate=20260626">Commencement Notification 2026</a>). The earlier public announcement used “Workforce and Skills Singapore” (WSSG); the enacted statute uses SWDA, so the names should not be treated as separate current agencies (<a href="https://www.mom.gov.sg/newsroom/speeches/2026/0505-2r-swda-bill">MOM, 5 May 2026</a>). Scheme eligibility still depends on the live programme rules and catalogue. The SkillsFuture Level-Up Programme catalogue was expected to add around <strong>200 Workforce Skills Qualification (WSQ) full-qualification courses from Q4 2026</strong>; that rollout expectation is not proof that every course is already eligible (<a href="https://cos.moe.gov.sg/2026-announcements/">MOE, accessed Aug 2026</a>). See <a href="/en/knowledge/article/sgkb.education.skills-and-workforce-development-agency">skills and workforce development agency</a> for the institutional transition.</p> <h2>Limits and policy debate</h2> <p>SSG’s current quality-assurance explanation identifies the practical safeguards behind the system’s limits: registered providers undergo quality assessment, course materials are checked, and learner feedback through Training Quality and Outcomes Measurement (TRAQOM) informs monitoring and renewal decisions (<a href="https://www.skillsfuture.gov.sg/the-skillsfuture-collective/sharing-the-tea/are-skillsfuture-courses-low-quality-courses">SkillsFuture Singapore, accessed Aug 2026</a>). These safeguards do not turn every course into a guaranteed labour-market outcome, so course choice, time away from work, caregiving constraints, and employer recognition remain relevant to whether training produces value for a particular learner.</p> <p>SkillsFuture attempts to shift Singapore away from front-loading education before work and toward repeated learning across a longer career. Its strengths are broad public co-funding, recognised providers, modular pathways and close employer involvement. Persistent concerns include course quality, aggressive marketing and fraud, whether workers can take time away from jobs and caregiving, and whether training supply predicts real vacancies.</p> <p>For a reliable eligibility answer, identify citizenship, age when the course starts, course and provider, full- or part-time intensity, qualification level, current credit balances, funding tier, employment and income history, and whether another agency is supporting the same training. 额度是付款支持,不代表课程获批

Level-Up 和培训津贴

SkillsFuture Level-Up Programme 针对年满 40 岁的公民长期学习所面临的机会成本。对于指定的全日制课程,中年职业人士培训津贴按政府最近可用的 12 个月记录中个人平均月收入的 50% 计算,每月上限为 S$3,000,终身累计最多 24 个月(Level-Up 常见问题,查阅于 Aug 2026)。它仅部分替代收入;它不是工资,仅报名课程也不足以确定符合资格。

培训、工作与职业转型

SSG 的个人计划和资助指南将学习支持与就业结果区分开来:SkillsFuture 额度和课程费补贴用于支付合资格培训费用;工学结合计划将有组织的学习与职场经验结合,职业转型计划则增加就业协助(新加坡技能创前程局,查阅于 Aug 2026;SWDA 个人资助,查阅于 Aug 2026)。因此,受资助课程应描述为技能发展或转型支持途径,而非保证就业或加薪。

SkillsFuture Career Transition Programmes 在增长领域提供培训和就业支持,通常将行业培训与就业协助结合,但不保证安置就业。工学结合证书、文凭、专科文凭和学位课程为符合条件的参与者整合有薪工作与有组织的学习。技能框架描述行业职位和能力,雇主则可获得单独的培训、职位重塑及职场学习支持。
