<h1>Secondary Education and Full Subject-Based Banding</h1> <p>Singapore secondary education normally lasts four or five years after the PSLE. Since the 2024 Secondary 1 intake, Full Subject-Based Banding (Full SBB) has replaced the fixed Express, Normal (Academic) and Normal (Technical) streams. Students still enter through three <strong>Posting Groups</strong>, but the group sets a starting subject load rather than a permanent course label. Individual subjects are taught at General 1, General 2 or General 3—G1, G2 and G3—standards, corresponding broadly to the former N(T), N(A) and Express levels. A student can therefore take Mathematics at G3, English at G2 and another subject at G1 instead of being assigned one standard for everything. The current score-to-group and SEC-transition anchors are in <a href="/en/knowledge/dataset/sgkb.data.secondary-full-sbb">secondary full sbb</a>.</p> <h2>Posting Groups are starting points, not streams</h2> <p>MOE describes Full Subject-Based Banding as a move away from a single stream label: students learn in mixed-form classes for common curriculum and student-development experiences, then take subjects at different G1, G2, or G3 levels according to their strengths and needs (<a href="https://www.moe.gov.sg/secondary/transition-to-secondary">MOE, accessed Aug 2026</a>; <a href="https://cos.moe.gov.sg/2024-announcements/">MOE Full SBB, accessed Aug 2026</a>). A Posting Group is therefore an entry arrangement, not a permanent identity or a guarantee that every subject will be taught at the same level.</p> <p>The PSLE score places a student into Posting Group 1, 2 or 3 and indicates the initial level for most subjects (see <a href="/en/knowledge/article/sgkb.education.psle-and-primary-education">psle and primary education</a>). Schools may offer a more demanding level based on strong PSLE subject performance, and later review subject levels using school performance, teacher judgement and the student's needs. Movement is subject by subject; moving one subject does not change a student's whole identity or automatically change every other level.</p> <p>Students are placed in mixed form classes for common curriculum, character education, co-curricular activity and school life, then regroup for subjects by level. This is intended to reduce the stigma and social separation created by named streams while retaining differentiated teaching pace. Full SBB does not eliminate academic differentiation, PSLE posting, subject prerequisites or post-secondary selection. It makes the unit of differentiation the subject rather than a single course label.</p> <h2>The 2026 and 2027 examination boundary</h2> <p>The examination system is in transition. Students graduating in <strong>2026 and earlier</strong> still take the separate Singapore-Cambridge GCE N(T), N(A) or O-Level examinations. From <strong>2027</strong>, the Singapore-Cambridge Secondary Education Certificate (SEC) combines those national examinations under one name and common certificate. Candidates sit each subject at G1, G2 or G3, and the certificate records both subject and level (<a href="https://www.seab.gov.sg/secondary-education-certificate-sec/">SEAB, updated May 2026</a>). It is inaccurate to say O Levels have already disappeared in 2026, or that all SEC subjects have one common difficulty.</p> <p>SEC preserves the underlying subject standards and grading structures: G1 uses A–E, G2 uses 1–6 and G3 uses A1–9. Grade mapping is used when a post-secondary aggregate requires subjects taken at another level. English and Mother Tongue written papers are scheduled in September, other written papers in October–November, and results are released together in January of the following year. The certificate is jointly examined and awarded by SEAB, MOE and Cambridge International Education (<a href="https://cos.moe.gov.sg/2024-announcements/">MOE, accessed Aug 2026</a>).</p> <h2>Post-secondary pathways</h2> <p>Subject levels and grades determine which junior-college, polytechnic, ITE or other pathway requirements a student meets. More demanding subjects can be mapped for aggregates; they do not guarantee admission because prerequisites, vacancies, course choice and competition remain. Early or direct admissions based on aptitude continue alongside results-based routes.</p> <p>The first SEC cohort receives results in <strong>January 2028</strong>. From that exercise, a new Post-Secondary Admissions Exercise will let students apply concurrently to junior colleges, Millennia Institute, polytechnics and two- or three-year Higher Nitec pathways, replacing several current exercises. For applicants with the same net aggregate, MOE’s announced posting tie-break order is <strong>citizenship, choice order, gross aggregate score, then computerised balloting</strong>; the existing DSA-JC, Poly-EAE and ITE-EAE routes continue (<a href="https://cos.moe.gov.sg/2026-announcements/">MOE, accessed Aug 2026</a>). This 2028 process should not be applied to a student using 2026 O- or N-Level results.</p> <h2>Critical perspectives: what the reform changes and leaves intact</h2> <p>MOE’s Full SBB policy changes the organisational unit of differentiation from a student-wide stream to individual subjects, while its transition guidance still retains Posting Groups, subject levels, and later post-secondary selection (<a href="https://www.moe.gov.sg/secondary/transition-to-secondary">MOE, accessed Aug 2026</a>; <a href="https://cos.moe.gov.sg/2024-announcements/">MOE Full SBB, accessed Aug 2026</a>). The 2027 SEC transition changes the examination certificate’s structure but does not make G1, G2, and G3 identical standards (<a href="https://www.seab.gov.sg/secondary-education-certificate-sec/">SEAB, accessed Aug 2026</a>). Full SBB is therefore a substantial reduction in fixed-stream sorting, not the end of differentiation or selection.</p> <p>Full SBB makes combinations more flexible and removes a durable label that once followed students across school life. It also allows strengths to be recognised without requiring promotion into an entire faster stream. But G-levels still signal academic demand, schools still differ in programmes and intake, and post-secondary places remain selective. Families therefore continue to optimise PSLE scores and subject choices, sustaining demand for <a href="/en/knowledge/article/sgkb.education.tuition-and-enrichment">tuition</a>.</p> <p>The best interpretation is neither “streaming is unchanged” nor “streaming has vanished.” Institutional grouping has been dismantled, while subject-level differentiation and examination-based selection remain. Any answer about a particular student needs the entry cohort, current year, Posting Group, each subject level, intended post-secondary route and the rules applicable when that cohort graduates.</p>

2026 年与 2027 年的考试分界

科目级别和成绩决定学生符合哪些初级学院、理工学院、工艺教育学院或其他途径的要求。较高难度科目可换算计入总分;但这不保证录取,因为先修要求、名额、课程选择和竞争仍然存在。基于资质的提前或直接招生也继续与成绩招生途径并行。

首届 SEC 学生将在 2028 年 一 月收到成绩。从这次招生开始,新的中学后招生计划将允许学生同时申请初级学院、Millennia Institute、理工学院以及两年或三年的 Higher Nitec 课程,取代目前的若干招生计划。对于净总分相同的申请者,教育部公布的派位决胜顺序为公民身份、志愿顺序、原始总分,然后电脑抽签;现有的 DSA-JC、Poly-EAE 和 ITE-EAE 途径将继续(教育部,查阅于 2026 年 八 月)。这项 2028 年安排不应套用于使用 2026 年 O 水准或 N 水准成绩的学生。

全面科目分班让科目组合更灵活,并取消了曾伴随学生整个校园生活的持久标签。它也让学生的优势得到认可,而不必升入整体进度更快的分流。但 G 级别仍体现学业要求,学校的课程和生源仍有差异,中学后学额仍具竞争性。因此,家庭仍会设法提高 PSLE 成绩并优化科目选择,维持对补习的需求。

最恰当的理解既不是“分流制度没有变化”,也不是“分流已经消失”。机构层面的分组已被拆解,但科目层面的差异化和以考试为基础的选拔仍然存在。回答有关某位学生的问题时,需要了解其入学届别、当前年级、派位组别、每门科目的级别、计划的中学后升学途径,以及该届毕业时适用的规则。
