Future Rail Projects

Future Rail Projects

Singapore's future rail expansion forms the backbone of its long-term urban planning, directed by the Land Transport Authority (LTA) to make transit the default mode of transport across the island. The Land Transport Master Plan 2040 sets a key target to place 8 in 10 households within a 10-minute walk of a train station by the 2030s (LTA, March 2026). To realize this goal, the state is executing an aggressive rail construction program that adds major new lines, extensions, and regional links. These capital-intensive megaprojects are designed to improve transit network resilience, support upcoming industrial and residential developments, and strengthen regional economic integration.

Cross Island Line (CRL)

The Cross Island Line (CRL) is Singapore's eighth and longest fully underground MRT line, spanning approximately 67 km once fully constructed in the late 2030s (The Straits Times, July 2025). It is projected to serve an initial daily ridership of over 600,000, rising to more than 1 million in the long term (LTA, July 2025). The CRL is being constructed in three distinct phases:

Phase 1 (CRL1): Spanning 29 km, this section comprises 12 stations running from Aviation Park in Changi to Bright Hill in Sin Ming. Construction commenced in January 2023 and is targeted for completion in 2030 (CNA, February 2026). CRL1 features four key interchanges, linking to the East-West Line at Pasir Ris, the North-East Line at Hougang, the North-South Line at Ang Mo Kio, and the Thomson-East Coast Line at Bright Hill.

Phase 2 (CRL2) and Punggol Extension: Spanning approximately 15 km with six underground stations, CRL2 connects Turf City to the Jurong Lake District, with intermediate interchanges at King Albert Park (Downtown Line) and Clementi (East-West Line) (CNA, February 2026). In parallel, the 7.3 km Punggol Extension will add four stations to connect Pasir Ris and Punggol. Construction on both segments has commenced and is slated for completion in 2032 (CNA, February 2026).

Phase 3 (CRL3): Spanning about 10 km, the third phase will add four underground stations serving Taman Jurong and the western industrial estates, creating interchanges at Gul Circle (East-West Line) and the Jurong Region Line (CNA, July 2025). Civil construction works are slated to begin in 2027, with the stations targeted to open in the late 2030s (The Straits Times, July 2025).

To facilitate the construction of CRL3, the Singapore Land Authority (SLA) gazetted the acquisition of several industrial properties in late 2025 (CNA, July 2025). Additionally, a 5.8 km extension from Aviation Park is planned to link the line directly to Changi Airport's future Terminal 5 in the mid-2030s (The Straits Times, July 2025).

Jurong Region Line (JRL)

The Jurong Region Line (JRL) is Singapore's first fully-elevated MRT line, designed to improve connectivity across the rapidly developing western region. Spanning 25 stations, the JRL will serve key growth areas such as Tengah, the Jurong Innovation District, the Nanyang Technological University (NTU) campus, and the Jurong Lake District (The Straits Times, March 2026). The JRL is being rolled out in three main construction stages:

Stage 1: Comprising 10 stations, this stage connects Choa Chu Kang to Boon Lay and Tawas. Originally expected earlier, LTA announced in March 2026 that Stage 1 has been delayed by six months to mid-2028 due to pandemic-related construction disruptions and the complexity of testing (CNA, March 2026). Interchanges will be established at Choa Chu Kang (North-South Line / Bukit Panjang LRT) and Boon Lay (East-West Line). LTA is introducing interim shuttle bus services from late 2027 to bridge transit gaps until the rail segment opens (The Straits Times, March 2026).

Stage 2: Spanning seven stations, Stage 2 will run from Tengah to Pandan Reservoir and is currently targeted for opening in 2028, introducing a major interchange at Jurong East (North-South and East-West Lines) (The Straits Times, March 2026).

Stage 3: Comprising seven stations, this stage extends the JRL into NTU and down toward Jurong Pier, with a scheduled opening in 2029 (The Straits Times, March 2026).

An additional "in-fill" station, JS2A, will be built on the line between Tengah and Choa Chu Kang to serve the future Forest Hill housing district in Tengah, targeted to open in the mid-2030s in tandem with surrounding residential developments (CNA, March 2026). To support future transit integration, LTA is also planning to commence engineering studies for a West Coast Extension of the JRL in late 2026 (The Straits Times, March 2026).

Thomson-East Coast Line Stage 5 and Changi Airport Extensions

The Thomson-East Coast Line (TEL) is undergoing a major phased extension toward Singapore's eastern coast and its international aviation gateway. Stage 5 of the TEL (TEL5), comprising Bedok South and Sungei Bedok stations, is on track to open in the second half of 2026 (LTA, March 2026). This will interface with a concurrent extension of the Downtown Line (DTL3e) to Sungei Bedok and the newly built East Coast Integrated Depot (ECID) — a unique, multi-level facility housing trains for three lines and buses under a single footprint (LTA, April 2026).

Beyond 2026, the rail infrastructure will expand to serve Changi Airport's mega-terminal, Terminal 5 (T5). The 14-km Thomson-East Coast Line Extension (TELe) will continue from Sungei Bedok through the future T5 station to connect with the existing Changi Airport station, which will be converted from the East-West Line to the TEL systems (LTA, July 2025). This project is slated for completion in the mid-2030s to coincide with the operational launch of Terminal 5, allowing direct, seamless rail transit between Changi Airport and the city center (LTA, July 2025).

Critical perspectives: Johor Bahru-Singapore Rapid Transit System (RTS) Link

The Johor Bahru-Singapore Rapid Transit System (RTS) Link is a key bilateral cross-border rail project designed to ease congestion along the Johor Causeway and improve connectivity between Singapore and Malaysia. The standalone Light Rail Transit (LRT) system will span the Straits of Johor on a 25-meter-high bridge, connecting Bukit Chagar in Johor Bahru to Woodlands North in Singapore (LTA, accessed Aug 2026). The RTS Link will have the capacity to carry up to 10,000 passengers per hour in each direction, which is expected to support approximately 40,000 daily commuters (Malay Mail, April 2026).

LTA's project page targets passenger service at the end of 2026 (LTA, accessed Aug 2026); some regional reporting has named 1 January 2027 as the opening day (Malay Mail, April 2026). Prefer the LTA wording and treat either date as a planning target that can slip. Physical construction of the bridge, stations, and Bukit Chagar Customs, Immigration, and Quarantine (CIQ) structure is largely complete, with the project shifting into system installation, dynamic train testing, and integration (LTA, accessed Aug 2026). The line will be operated by RTS Operations Pte Ltd, a joint venture between Singapore's SMRT Corporation and Malaysia's Prasarana Malaysia Berhad (LTA, accessed Aug 2026).

To ensure seamless transit, the RTS Link will utilize a co-located CIQ facility at both terminals (Malay Mail, April 2026). Passengers clear departure and arrival border controls of both countries simultaneously only once at the point of departure, eliminating the double clearance process that currently causes severe bottlenecks on the Causeway.

Statutory framework for co-located border clearance

The Cross-Border Railways (Border Control Co-location) Act 2026 gives Singapore domestic legal effect to treaty arrangements for co-locating border clearance of people and goods travelling by cross-border train between Singapore and Malaysia. It provides for a Malaysian border-control zone in Singapore, recognition and limits of Malaysian preclearance officers, Singapore law within the Malaysian-designated area subject to the Act, railway-security coordination, and cross-border incident management. The Act was published on 4 June 2026 but comes into operation only on a date appointed by ministerial notification; publication is therefore not the same as commencement or proof that passenger service has begun (Singapore Statutes Online, Cross-Border Railways (Border Control Co-location) Act 2026).
