<p>Singapore's community sport and mass-participation system is steered by the Ministry of Culture, Community and Youth (<strong>MCCY</strong>) and delivered principally by <strong>Sport Singapore</strong> (<strong>SportSG</strong>) through <strong>ActiveSG</strong> membership and programmes, <strong>Active Health</strong>, the <strong>Disability Sports Master Plan</strong>, <strong>GetActive! Singapore</strong>, <strong>SportCares</strong>, and <strong>Team Nila</strong> (<a href="https://www.mccy.gov.sg/sectors/sports/">MCCY Sports, accessed Aug 2026</a>; <a href="https://www.sportsingapore.gov.sg/our-work/activesg/">Sport Singapore ActiveSG, accessed Aug 2026</a>). MCCY groups these under a <strong>Sport Participation</strong> subsector — facilitating Singaporeans from all walks of life to lead an active lifestyle — distinct from high-performance sport and from sports volunteerism platforms that support participation (<a href="https://www.mccy.gov.sg/sectors/sports/">MCCY Sports, accessed Aug 2026</a>). <h2>ActiveSG as Singapore's mass-participation movement</h2>
<p><strong>ActiveSG</strong> is Sport Singapore's national movement for inclusive, widespread participation in sport. SportSG presents ActiveSG as an all-encompassing lifestyle destination offering individuals, families, and communities opportunities to live better through sport, combining accessible facilities with classes, programmes, academies, and clubs (<a href="https://www.sportsingapore.gov.sg/our-work/activesg/">Sport Singapore ActiveSG, accessed Aug 2026</a>). MCCY likewise describes ActiveSG as the national movement for sport that provides affordable opportunities for people of all ages, backgrounds, and abilities to play together through a wide range of quality sport programmes and activities (<a href="https://www.mccy.gov.sg/sectors/sports/activesg-and-get-active--singapore/">MCCY ActiveSG and GetActive!, accessed Aug 2026</a>).</p>
<p>ActiveSG sport facilities are open to all, while <strong>membership</strong> unlocks further privileges and is <strong>free for Singapore citizens and Singapore permanent residents</strong> (<a href="https://www.sportsingapore.gov.sg/our-work/activesg/">Sport Singapore ActiveSG, accessed Aug 2026</a>). Membership is therefore an eligibility and privileges frame — not a claim that only members may enter every open facility. Programme discovery and editorial content sit on ActiveSG Circle; booking and credit use for facilities and programmes run through <strong>MyActiveSG+</strong> (<a href="https://www.sportsingapore.gov.sg/our-work/activesg/">Sport Singapore ActiveSG, accessed Aug 2026</a>; <a href="https://www.sportsingapore.gov.sg/media-centre/activesg-credits-now-available-for-booking-of-dual-use-scheme-facilities-across-singapore/">Sport Singapore credits release, 31 Oct 2025</a>). Youth pathways include ActiveSG Academies and Clubs; in the 10 March 2025 Committee of Supply speech, the Senior Parliamentary Secretary for Culture, Community and Youth stated that children and youth can engage through those academies and clubs, and that lower-income families may tap the <strong>SportCares Bursary</strong> to fully cover programme fees (<a href="https://www.mccy.gov.sg/about-us/news-and-resources/sports-for-all/">MCCY Sports for all, 10 Mar 2025</a>; see <a href="/en/knowledge/dataset/sgkb.data.officeholders">officeholders</a> for the office-holder map). Calling ActiveSG only a chain of gyms collapses membership and programme participation into the facility network covered in <a href="/en/knowledge/article/sgkb.sports.sports-facilities-and-venues">sports facilities and venues</a>.</p>
<h2>Membership privileges, ActiveSG credits, and programme access</h2>
<p>ActiveSG membership is the main public on-ramp for credits, programme enrolments, and privileged booking rules published for each period. SportSG's 31 October 2025 release stated that under the <strong>SG60 ActiveSG Credit Top-Up</strong>, Singapore citizens and permanent residents who logged in to MyActiveSG+ from <strong>2 June</strong> until <strong>31 December 2025</strong> would receive a one-off top-up of <strong>S$100</strong> in SG60 ActiveSG credits; as of <strong>30 September 2025</strong>, more than <strong>1.1 million</strong> members had claimed those credits, with over <strong>40%</strong> having used credits on at least one transaction — including facility bookings, gym or pool passes, and ActiveSG programme enrolment (<a href="https://www.sportsingapore.gov.sg/media-centre/activesg-credits-now-available-for-booking-of-dual-use-scheme-facilities-across-singapore/">Sport Singapore credits release, 31 Oct 2025</a>).</p>
<p>The same release set programme-offset rules then in force: since June 2025, members could offset <strong>100%</strong> of Active Health programme costs and <strong>60%</strong> of School Holiday programmes labelled “SHP60” in MyActiveSG+ (up from a standard <strong>30%</strong>), while other MyActiveSG+ programmes remained at a <strong>30%</strong> credit offset (<a href="https://www.sportsingapore.gov.sg/media-centre/activesg-credits-now-available-for-booking-of-dual-use-scheme-facilities-across-singapore/">Sport Singapore credits release, 31 Oct 2025</a>). First-time citizen and PR members still received <strong>S$100</strong> under the new-member incentive scheme dating from <strong>2014</strong>, so eligible new sign-ups by <strong>31 December 2025</strong> could receive <strong>S$200</strong> in total credits upon sign-up; all members received a one-off automatic credit extension to <strong>31 December 2026</strong>, after which unused credits roll over only if at least one successful MyActiveSG+ facility or programme transaction is made in <strong>2026</strong> (<a href="https://www.sportsingapore.gov.sg/media-centre/activesg-credits-now-available-for-booking-of-dual-use-scheme-facilities-across-singapore/">Sport Singapore credits release, 31 Oct 2025</a>). Credit amounts, offset percentages, and claim windows are time-bound SportSG offers — not permanent statute — and MyActiveSG+ is the authoritative roster for current programme prices and credit rules. Dual-Use Scheme venue windows and facility-type counts remain in <a href="/en/knowledge/article/sgkb.sports.sports-facilities-and-venues">sports facilities and venues</a>; the participation point is that credits are designed to lower the cash cost of both play slots and organised programmes for citizen and PR members.</p>
<h2>Active Health and life-course participation</h2>
<p><strong>Active Health</strong> is Sport Singapore's science-backed well-being initiative that sits beside ActiveSG's sport-programme brand. SportSG describes Active Health as empowering individuals to improve well-being through guided expert knowledge, focusing on four domains — physical activity, nutrition, screen time, and sleep — under the “Better Beats Perfect” framing of small daily habits (<a href="https://www.sportsingapore.gov.sg/our-work/active-health/">Sport Singapore Active Health, accessed Aug 2026</a>). MCCY states that Active Health launched in <strong>2017</strong> to motivate individuals to take ownership of health and well-being and to build social bonds through sporting activities, aiming to shift Singaporeans from a “problem-solving” mode of seeking treatment only when ill toward an “aspiration” mode of active living with family, friends, and community; residents can visit an <strong>Active Health Lab</strong> for personalised exercise and lifestyle plans (<a href="https://www.mccy.gov.sg/sectors/sports/active-health/">MCCY Active Health, accessed Aug 2026</a>; <a href="https://www.mccy.gov.sg/sectors/sports/">MCCY Sports, accessed Aug 2026</a>).</p>
<p>For older adults, the 10 March 2025 Committee of Supply speech described Active Health's <strong>Frailty Prevention Programme</strong> (<strong>FPP</strong>), introduced by SportSG with the Agency for Integrated Care, featuring an eight-week <strong>Combat Age Related Loss of Muscle</strong> (<strong>CALM</strong>) programme with resistance-band and dumbbell exercise plus nutrition and sleep guidance, and adaptive sports such as sport stacking, ladder toss, boccia, disc golf, and seated floorball delivered at Active Ageing Centres (<a href="https://www.mccy.gov.sg/about-us/news-and-resources/sports-for-all/">MCCY Sports for all, 10 Mar 2025</a>). As of that speech, <strong>54</strong> Active Ageing Centres had completed CALM, with an aim to roughly double to about <strong>100</strong> centres by end-<strong>2025</strong>, and to provide adaptive sports equipment to about <strong>100</strong> centres in the same period (<a href="https://www.mccy.gov.sg/about-us/news-and-resources/sports-for-all/">MCCY Sports for all, 10 Mar 2025</a>). Active Health is therefore a participation and behaviour-change pathway, not a substitute for acute healthcare financing or hospital care (see <a href="/en/knowledge/article/sgkb.healthcare.healthcare-financing">healthcare financing</a> and <a href="/en/knowledge/article/sgkb.healthcare.eldercare">eldercare</a> for those systems).</p>
<h2>Disability Sports Master Plan and inclusive participation</h2>
<p>MCCY's Disability Sports Master Plan (<strong>DSMP</strong>) is the main policy frame for raising sport participation among persons with disabilities. First launched in <strong>2016</strong>, DSMP aimed to raise awareness of disability sports and expand access and opportunities; it was refreshed in <strong>2024</strong> after Enabling Sports Taskforce engagements involving <strong>850</strong> stakeholders, with <strong>ten</strong> strategic moves under three themes — increase accessibility to disability sports programmes and activities; enhance awareness of disability and inclusive sports activities; and fulfil aspirations of persons with disabilities who desire and have potential for high-performance sport (<a href="https://www.mccy.gov.sg/sectors/sports/disability-sports-master-plan/">MCCY Disability Sports Master Plan, accessed Aug 2026</a>).</p>
<p>In the 10 March 2025 Committee of Supply speech, the Senior Parliamentary Secretary for Culture, Community and Youth stated that sports participation among persons with disabilities rose from <strong>28%</strong> in <strong>2015</strong> to <strong>45%</strong> in <strong>2024</strong>, and that the refreshed master plan aims to raise that rate to <strong>70%</strong> by <strong>2030</strong> (<a href="https://www.mccy.gov.sg/about-us/news-and-resources/sports-for-all/">MCCY Sports for all, 10 Mar 2025</a>). The Minister for Culture, Community and Youth's <strong>20 November 2024</strong> DSMP 2024 launch speech separately cited an increase from <strong>28%</strong> in <strong>2015</strong> to <strong>46%</strong> in <strong>2023</strong>, and announced capacity expansion of regular disability sport programmes from <strong>3,200</strong> to <strong>5,400</strong> by <strong>2030</strong>, a track to make all <strong>27</strong> ActiveSG gyms inclusive by <strong>2026</strong>, and islandwide <strong>Para Sports Community Hubs</strong> starting at ActiveSG centres (<a href="https://www.mccy.gov.sg/about-us/news-and-resources/disability-sports-master-plan-2024---creating-a-more-inclusive-singapore-through-sport/">MCCY DSMP 2024 speech, 20 Nov 2024</a>; see <a href="/en/knowledge/dataset/sgkb.data.officeholders">officeholders</a>). The March 2025 speech reported five hubs already set up, with more planned, intentionally co-located at ActiveSG centres so persons with disabilities and the wider public share the same sporting spaces (<a href="https://www.mccy.gov.sg/about-us/news-and-resources/sports-for-all/">MCCY Sports for all, 10 Mar 2025</a>). Participation-rate percentages and programme-capacity targets are survey- or programme-defined MCCY/SportSG figures for persons with disabilities — not Singapore's whole-population sport participation rate — and should be cited with their reference year. High-performance para pathways and SpexSG institutional design remain under <a href="/en/knowledge/article/sgkb.sports.sports-governance">sports governance</a>; inclusive gym retrofit counts are accessibility outcomes of participation policy, not a full facility inventory.</p>
<h2>Critical perspectives: GetActive!, SportCares, Team Nila, and community mobilisation</h2>
<p>Beyond year-round ActiveSG classes, MCCY and SportSG mobilise short-cycle festivals and caring or volunteer platforms. <strong>GetActive! Singapore</strong>, launched in <strong>2016</strong>, runs in the week leading up to <a href="/en/knowledge/article/sgkb.arts-culture-media.national-symbols-and-ndp">National Day</a> and aims to foster a stronger Singapore spirit and promote active lifestyles through sports festivals, ground-up sports initiatives, and competitions (<a href="https://www.mccy.gov.sg/sectors/sports/activesg-and-get-active--singapore/">MCCY ActiveSG and GetActive!, accessed Aug 2026</a>). <strong>SportCares</strong> broadens sports access for vulnerable segments of society, bridges communities, and facilitates sports philanthropy and volunteerism (<a href="https://www.mccy.gov.sg/sectors/sports/sportcares/">MCCY SportCares, accessed Aug 2026</a>). <strong>Team Nila</strong> is MCCY's sports-volunteerism platform: volunteers may conduct neighbourhood physical activities, support children and youth as assistant coaches with ActiveSG Academies and Clubs, assist Active Health wellness work, and support the community in emergencies or crises (<a href="https://www.mccy.gov.sg/sectors/sports/team-nila/">MCCY Team Nila, accessed Aug 2026</a>). <p>Community sport in Singapore is therefore a layered stack: free citizen/PR ActiveSG membership and time-bound credits; Active Health labs and senior frailty programmes; DSMP-driven disability and inclusive participation; National Day-week GetActive! festivals; and SportCares / Team Nila caring and volunteer mobilisation.
