<h1>Rental Market</h1> <p>Rental housing in Singapore sits alongside — but far below — home ownership as a tenure. Roughly four in five resident households own their home, mostly in subsidised <a href="/en/knowledge/article/sgkb.housing.hdb-system-overview">HDB flats</a>; renting is the norm for many non-resident workers, younger singles, and households waiting to buy, while a separate public-rental track serves citizens with no other housing options (<a href="/en/knowledge/article/sgkb.housing.hdb-system-overview">hdb system overview</a>). The rental market is not one market but three overlapping segments — HDB flats let by their owners, HDB flats let directly by the board under social schemes, and private residential property — each with different regulators, minimum lease lengths, occupancy caps, and approval requirements. A tenant or landlord who applies private-condo assumptions to an HDB sublet, or who treats a tenancy agreement as optional paperwork, is likely to breach the rules.</p> <h2>HDB flats rented from owners</h2> <p>Most HDB rental stock is subletting by flat owners on the open market. Only Singapore-citizen owners may rent out an HDB flat; permanent-resident owners may not (<a href="https://www.hdb.gov.sg/residential/renting-out-a-flat-bedroom/renting-out-your-flat/eligibility">HDB, accessed Aug 2026</a>). HDB publishes median rents by town and flat type on its rental-statistics pages; those figures cover owner-let HDB stock, not private condos.</p> <h2>HDB public rental and interim schemes</h2> <p>Separate from the open-market sublet sector, HDB operates a <strong>Public Rental Scheme</strong> for Singapore-citizen households with no family support and no affordable alternative — a social safety net, not a general rental pool (<a href="https://www.hdb.gov.sg/cs/infoweb/residential/renting-a-flat/renting-from-hdb/public-rental-scheme/eligibility">HDB, accessed Aug 2026</a>). Claims must be filed within two years of the cause of action. Commercial leases, licences, and longer residential tenancies fall outside SCT jurisdiction and require civil court or mediation.
