<h1>Disability Support and Inclusion</h1> <p>Singapore's disability policy aims for an inclusive society in which persons with disabilities can live, learn, work, and participate with appropriate accommodations, guided by successive <strong>Enabling Masterplans</strong> under the Ministry of Social and Family Development (<strong>MSF</strong>). <strong>SG Enable</strong>, set up by MSF in 2013 as a registered charity and Institution of a Public Character, is the focal agency for disability and inclusion: it runs the <strong>Enabling Guide</strong> information portal, administers selected government-funded schemes, and makes referrals across life stages (<a href="https://www.sgenable.sg/about-us">SG Enable About Us, accessed Aug 2026</a>; <a href="https://www.msf.gov.sg/what-we-do/swd/key-areas-of-support/recognition-support-for-caregivers">MSF caregivers page, accessed Aug 2026</a>). This article covers the social-support and inclusion stack — information, assistive technology, transport subsidies, caregiver and future-care planning — not acute medical treatment. Hospital care, MediShield Life, and CareShield Life severe-disability insurance belong in <a href="/en/knowledge/article/sgkb.healthcare.healthcare-financing">healthcare financing</a> and <a href="/en/knowledge/article/sgkb.healthcare.eldercare">eldercare</a>; early-childhood developmental services also touch <a href="/en/knowledge/article/sgkb.education.preschool-and-early-childhood">preschool and early childhood</a>.</p> <h2>SG Enable and the Enabling Guide</h2> <p>SG Enable describes its vision as “Inclusive society. Enabled lives,” creating equitable opportunities for persons with disabilities through partnerships, social innovation, and scheme administration (<a href="https://www.sgenable.sg/about-us">SG Enable About Us, accessed Aug 2026</a>). Its practical first stop for households is the <strong>Enabling Guide</strong> (enablingguide.sg): a curated portal of disability schemes and services by life stage and need, including caregiver learning resources and My Guide customisation (<a href="https://www.sgenable.sg/your-first-stop/disability-support">SG Enable Disability Support, accessed Aug 2026</a>). SG Enable also administers selected grants (for example assistive technology and transport subsidies described below), supports employment and training pathways for persons with disabilities and inclusive employers, and operates community initiatives such as <strong>Enabling Services Hubs</strong> (<strong>ESHs</strong>) that bring befriending, social-recreational activities, and courses closer to where people live — an Enabling Masterplan 2030 measure; ESH@Tampines serves residents with disabilities and families in Tampines and Bedok, and MSF reports three ESHs operational after two further hubs opened in 2025 (<a href="https://www.sgenable.sg/your-first-stop/disability-support">SG Enable Disability Support, accessed Aug 2026</a>; <a href="https://www.msf.gov.sg/what-we-do/swd/key-areas-of-support/recognition-support-for-caregivers">MSF caregivers page, accessed Aug 2026</a>).</p> <p>From <strong>1 April 2025</strong>, the <strong>Special Needs Trust Company</strong> (<strong>SNTC</strong>) is integrated as an SG Enable subsidiary so future-care planning and trust services sit closer to the same disability gateway (<a href="https://www.sgenable.sg/about-us">SG Enable About Us, accessed Aug 2026</a>). The <strong>Special Needs Trust</strong> safeguards monies caregivers set aside for a beneficiary's long-term care; SG Enable states that the principal value is government-guaranteed and that fees are <strong>90–100%</strong> subsidised by MSF (<a href="https://www.sgenable.sg/your-first-stop/disability-support">SG Enable Disability Support, accessed Aug 2026</a>). A separate government matching initiative branded <strong>GOAL+</strong> (1 April 2026 to 31 March 2031) offers matching top-ups of up to <strong>S$10,000</strong> to the SNTC trust for eligible families with per capita income up to <strong>S$3,600</strong> (<a href="https://www.msf.gov.sg/what-we-do/swd/key-areas-of-support/recognition-support-for-caregivers">MSF caregivers page, accessed Aug 2026</a>). Households should still confirm live eligibility and documents on Enabling Guide or with SG Enable before treating any summary as an entitlement calculator.</p> <h2>Enabling Masterplan 2030</h2> <p>The <strong>Enabling Masterplans</strong> are Singapore's national disability roadmaps. The first began in 2007; the current <strong>Enabling Masterplan 2030</strong> (<strong>EMP2030</strong>) sets the vision of a caring, inclusive society by 2030 in which persons with disabilities pursue aspirations and participate as integral members of society (<a href="https://www.msf.gov.sg/what-we-do/enabling-masterplans/emp2030">MSF EMP2030, accessed Aug 2026</a>). In broad terms the themes cover enabling persons with disabilities to learn and work, to live independently with caregiver support, and to participate in accessible communities — spanning education, employment, assistive technology, caregiving and future-care planning, transport, health access, sports, arts, and public attitudes.</p> <p>For Masterplan and statistics purposes, MSF's Disability Trends reporting uses five main disability types: physical disability, visual impairment, hearing loss, intellectual disability, and autism (<a href="https://www.msf.gov.sg/docs/default-source/research-data/disability-trends-report-2024.pdf">MSF Disability Trends Report 2024, accessed Aug 2026</a>). Scheme eligibility still depends on each programme's disability verification rules (for example Disability Verification Forms and Activities of Daily Living assessments), not on the Masterplan typology alone. EMP2030 is a whole-of-society roadmap, not a single cash benefit: agencies such as MSF, MOE, MOH, MOT/LTA, and partners share delivery, while SG Enable remains the disability-sector first stop for many household queries (<a href="https://www.msf.gov.sg/what-we-do/enabling-masterplans/emp2030">MSF EMP2030, accessed Aug 2026</a>).</p> <h2>Assistive Technology Fund</h2> <p>The <strong>Assistive Technology Fund</strong> (<strong>ATF</strong>), administered through SG Enable touchpoints, provides means-tested subsidies so Singapore Citizens and Permanent Residents with qualifying permanent disabilities can acquire, replace, upgrade, or repair assistive technology devices used for early intervention, education, training, employment, therapy, rehabilitation, or daily independence — for example wheelchairs and hearing aids (<a href="https://www.enablingguide.sg/im-looking-for-disability-support/assistive-technology/assistive-technology-fund">Enabling Guide ATF, accessed Aug 2026</a>). Successful applicants may receive a subsidy of up to <strong>90%</strong> of approved device cost, subject to a <strong>lifetime cap of S$40,000</strong>; the Fund does not support consumables (<a href="https://www.enablingguide.sg/im-looking-for-disability-support/assistive-technology/assistive-technology-fund">Enabling Guide ATF, accessed Aug 2026</a>).</p> <p>As of the January 2026 enhancement announced at Budget 2025, applicants generally need monthly per capita household income (<strong>PCHI</strong>) of <strong>S$4,800</strong> or below (raised from S$2,600), or, for households with no income, Annual Value of residence on the NRIC of <strong>S$21,000</strong> or below, plus disability verification and a qualified assessor's prescription (<a href="https://www.enablingguide.sg/im-looking-for-disability-support/assistive-technology/assistive-technology-fund">Enabling Guide ATF, accessed Aug 2026</a>). Applications are submitted by therapists or social workers at public hospitals and social service agencies, not as a walk-in cash claim after purchase. Seniors who first need devices at age 60 or above without prior ATF use are generally directed to the <strong>Seniors' Mobility and Enabling Fund</strong> (<strong>SMF</strong>) instead; those already on ATF before 60 may continue on ATF (<a href="https://www.enablingguide.sg/im-looking-for-disability-support/assistive-technology/assistive-technology-fund">Enabling Guide ATF, accessed Aug 2026</a>). The <strong>Taxi Subsidy Scheme</strong> (<strong>TSS</strong>) helps Singapore Citizens and Permanent Residents with permanent disabilities who are medically certified as unable to take public transport and totally dependent on taxis for school, work, or employment-related training supported by SG Enable; applicants must not own motor vehicles, and as of the thresholds published on Enabling Guide (including MSF's 1 July 2026 PCHI revisions for funded schemes) monthly PCHI must be <strong>S$4,800</strong> or below (or AV <strong>S$21,000</strong> or below for no-income households) (<a href="https://www.enablingguide.sg/im-looking-for-disability-support/transport/taxi-subsidy-scheme">Enabling Guide TSS, accessed Aug 2026</a>). The <strong>Enabling Transport Subsidy</strong> (<strong>ETS</strong>) instead subsidises dedicated social-service-agency transport to listed MSF-approved services such as EIPIC, SPED schools, day activity centres, sheltered workshops, special student care centres, and Enabling Services Hubs, with subsidy of up to <strong>80%</strong> of transport fees and the same headline PCHI <strong>S$4,800</strong> / AV <strong>S$21,000</strong> gates; TSS and ETS cannot be held concurrently (<a href="https://www.enablingguide.sg/im-looking-for-disability-support/transport/enabling-transport-subsidy">Enabling Guide ETS, accessed Aug 2026</a>).</p> <p>Caregiver support mixes SG Enable programmes with MOH/AIC instruments. MSF notes SG Enable's <strong>Take-A-Break</strong> subsidies for short-term home-based respite, Enabling Services Hubs for community activities, and SNTC/GOAL+ future-care planning (<a href="https://www.msf.gov.sg/what-we-do/swd/key-areas-of-support/recognition-support-for-caregivers">MSF caregivers page, accessed Aug 2026</a>). Separately, the <strong>Home Caregiving Grant</strong> (<strong>HCG</strong>) — an MOH scheme for persons with at least permanent moderate disability in the community — was enhanced from April 2026 to cash payouts of up to <strong>S$600</strong> a month, with the maximum qualifying PCHI raised to <strong>S$4,800</strong>; migrant domestic worker levy concessions and caregiver training grants are additional AIC/MOM pathways often relevant to disability households but are not SG Enable ATF substitutes (<a href="https://www.msf.gov.sg/what-we-do/swd/key-areas-of-support/recognition-support-for-caregivers">MSF caregivers page, accessed Aug 2026</a>). Early intervention for young children with developmental needs sits with MSF/EIPIC and education partners and should be read alongside <a href="/en/knowledge/article/sgkb.education.preschool-and-early-childhood">preschool and early childhood</a> and <a href="/en/knowledge/article/sgkb.family-social-services.children-and-parenting-support">children and parenting support</a>, not as Baby Bonus cash.</p> <h2>Critical perspectives: social support versus medical and long-term-care financing</h2> <p>Disability social support in Singapore is not the same stack as acute healthcare financing. SG Enable and MSF disability services focus on inclusion, devices, transport to disability programmes, employment and training access, caregiver respite, and future-care trusts — typically entered through Enabling Guide, SSAs, or hospital touchpoints (<a href="https://www.sgenable.sg/your-first-stop/disability-support">SG Enable Disability Support, accessed Aug 2026</a>). ComCare Long-Term Assistance may help people permanently unable to work because of disability when income and family support are limited, but it is a needs-assessed social-assistance scheme under <a href="/en/knowledge/article/sgkb.cpf-social-security.workfare-and-support-schemes">workfare and support schemes</a>, not automatic disability compensation.</p> <p>An accurate answer therefore names the instrument: ATF or SMF for devices; TSS or ETS for transport (never both); HCG or CareShield for caregiving cash versus severe-disability insurance; EIPIC/SPED for childhood education pathways; SNTC for trust-based future care. SG Enable 与 Enabling Guide

重要区分:社会支持与医疗及长期照护融资
